SUBJECT: Start of Study for STIP U-5917, widening SR 1704 (Fourteenth Street) from
US 264 Alt. (Greenville Boulevard SE) to SR 1708 (Fire Tower Road) to a
four-lane, median divided facility in Greenville, Pitt County, North Carolina,
WBS # 44679.1.1.
Dear Sir or Madam:
The North Carolina Department of Transportation (NCDOT) Division 2 is starting the
project development, environmental, and engineering studies for the subject project. This project
is included in the NCDOT's 2016-2025 State Transportation Improvement Program (STIP) and is
scheduled for right of way acquisition beginning in iiscal year 2020 and construction beginning
in fiscal year 2022. It is anticipated that a state funded Environmental Assessment will be
prepared for this project. This document will be prepared in accordance with the State
Environmental Policy Act.
Attached for your review and comments are the scoping information sheets for the
proposed project (see attached map for the project location). We would appreciate any
inforxnation you might have that would be helpful in evaluating potential environmental impacts
of the project. If applicable, please identify any permits or approvals that may be required by
your agency. Please provide your comments by Apri121, 2017 to my attention via mail at the
