Below you will find the City's justification to Ms. Chapman's comment stating that a "10' wide trail is excessive" and "response would be returned to request avoidance/minimization." The City's Little Rock Greenway Extension project completes a missing link in the Little Rock Greenway section. Located south of Bragg Street, west of State Street, and north of Peterson Street, dais extension will link southeast Raleigh and the downtown area with the City's Walnut Creek Wedand Center and the Walnut Creel: Greenway. The Walnut Creel: Wetland Center is currently under construction. The site contains extensive wetlands located near the downtown urban center and will offer an opportunity for the public to easily explore and learn about the value and significance of wetlands for water quality and wildlife habitat. The center will include exhibit space, classrooms, office space, and a large deck with opening expected in Spring 2009. Little Rock is a tributary of Walnut Creek which traverses the southern section of the City of Raleigh from west to east. Several miles of the Walnut Creek Greenway already afford recreational opportunities to citizens of Raleigh. To the east, the greenway currently ends at Rose Lane, just short of the City's W-Anut Creek Softball Complex. Headed west from the Wetland Center, the greenway currently ends at Lake Wheeler Road. The City actively pursues designing and constructing additional segments of the Walnut Creek Greenway. Greenway users will soon be able to travel easterly on the Walnut Creek Greenway to its intersection with the Neuse River Greenway just south of Poole Road. Traveling in a westerly direction on the Walnut Creek Greenway, trail users will eventually have the ability to traverse all the way to I-4140 at the upper reaches of LakeJohnson. Usage of the Little Rock Greenway is currently limited to citizens in the vicinity of dtis existing greenvay due to the lack of connectivity, Greenway use is expected to increase dramatically due to OFFICES ' 222 WEST HARGM STREET • POST OFFICE BOX 590 • RALEIGH. NORTH CAROLINA 271302 the completion of this extension and of the Walnut Creel: Wetland Center, the near future additions to the Walnut Creek Greemvay, and the increase in residents living in downtown Raleigh. This increase in use translates into more pedestrians, more joggers, more bicyclists, and more roller bladers using the greenway simultaneously. In order to minimize potential conflicts between the various types of greenway users, dhis multi-use greenway requires sufficient width of 10 feet to safely allo-kv two-direction traffic on tie greenway. For example, a 10 feet width allows the faster users, i.e., bicyclist and rollers bladers, to safely pass the slower users such as walkers, joggers, and people using mobility devices such as wheelchairs. In specifying a 10 feet wide greenway, die City of Raleigh adheres to the recommendations of the following sources of transportation design guidelines for all greenway projects. Guidelines related to the width of multi-use greenway are published by the American Association of State Highway Transportation Officials (AASHTO), the North Carolina Department of Transportation (NCDOT), and the Federal Highway Administration (FI-RVA). In its Guide for the Development of Bigycle Facilities, published in 1999, AASHTO recommends a 10 feet wide "...paved width for shared use path..." NCDOT, in its North Carolina Bicycle Facilities Planning and Design Guidelines," published January 1994, indicates multipurpose recreational trails "...narrower than 3 m (10ft) are not recommended as they do not permit safe and frequent passing opportunities..." Similarly, the FH%VA, in an on-line version of its "FMWA Course on Bicycle and Pedestrian Transportation" Lesson 10, found at littp://safetv.niwa.dot.gov/PED Bll<I-'/univcourse/swlessl0.htm, also states "The minimum width for two-directional trails is 3 meters (10 feet)..." As mentioned, the greemvay project will provide a paved path for multipurpose use and two direction traffic. The width of the paved padi should be based upon die widest operating space of the multiple types of users. In-line skaters command die widest operating space of G feet, followed closely by bicyclists and mobility devices such as wheelchairs which require 4 feet of operating space. Thus a bicyclist passing or meeting an in-line skater would require the 10 feet paved surface. For the bicyclist, die bicycle tires would ride within the center of die 4 feet wide operating space; for die wheelchair, die wheels would reside near the edges of the operating space envelop, widi one wheel near the edge of the paved surface. To provide for two direction traffic and for passing, the operating space of bicycles and wheelchairs would require a minimum paved width of eight feet. But since the wheels of die wheelchair are at the outer edges of die operating space, an inadvertent move by die wheelchair operator may result in the outer wheel leaving the paved surface and engaging die shoulder. The wheel leaving die pavement may cause die wheelchair to tip over with an S feet wide pavement. A 10 feet wide pavement would provide a wider surface for operating the wheelchair and minimize the possibility of die outer wheel leaving the pavement accidentally. In its discussion regarding die recommended paved widdi for a multi-use path, AASHTO suggests certain conditions may exist that would permit reducing the paved width to S feet. These conditions include: 1. Wien a low bicycle traffic volume is expected, even on peak use times. 2. When most of the traffic will be bicycles, with only an occasional use by pedestrians. 3. Men die horizontal and vertical geometry of die greenway provide adequate sight distance to permit safe passing opportunities. 4. Wien routine maintenance activities do not subject die edges of the paved surfaces to loading conditions that would damage the edge of pavement. The City does not anticipate a low volume of bicycle traffic, in fact, we anticipate greenway traffic will increase due to the connectivity provided. Further, the City fully expects both bicyclists and pedestrians will comprise a large share of the volume of tie overall traffic. OFFICES • 222 WEST HARGETT STREET • POST OFFICE BOX 590 ' RALEIGH. NORTH CAROLINA 27602 As evidenced by the construction drawings, every effort to avoid impacting riparian buffers within the limits of this project has been avoided with the vast majority of the greenway residing outside the riparian buffer. The primary impetus pushing the greenway into the buffer is where crossings are necessary. It is important that the width of the greenway remain the same as minimizing the width at these locations would create a safety hazard for the users. The existing parking lot at Sta. 18+50 and Sta 21+75 is also an area where buffers are impacted. Seeking to minimize impacts to the buffers as well as the parlang lot, you have introduced a horizontal alignment consisting of a series of curves and tangents. These curves do not provide adequate sight distances to permit passing in this area without the 10 feet wide surface. In addition, the maintenance of greenways affects the desired width of die paved surface as well as the width of its bridges. A 10 feet wide trail and 10 feet wide bridge allows for maintenance veinicles to enter these facilities to clear debris as needed and after storm damage and allows for other types of equipment to enter when repaving of asphalt is necessary. An 8 feet wide paved surface is an insufficient width to allow for these activities to take place as needed without causing damage to die edges of the paved surface.
