RE: Atlantic Coast Pipeline (ACP) 401 Permit Application
The safety of our environment—our water, air, plants and animals—is of utmost
importance. But we must balance it with infrastructure that allows our communities to
survive and thrive. That is what the Atlantic Coast Pipeline will do.
The ACP will bring cleaner, affordable American energy to North Carolina, which will
mean lower bills for consumers, opportunities for business growth, and economic
stabilization in much of our state—and we are eager for it.
But that doesn't mean the ACP isn't taking every precaution when it comes to
environmental safety. The ACP's stream and wetland crossing techniques and pipeline
construction methods meet state and federal requirements designed to protect water
quality.
In addition, the ACP project team has reviewed each stream crossing to ensure the
chosen construction method is appropriate given the site-specific characteristics of that
stream. Horizontal directional drilling (HDD) is being proposed in many locations to
avoid impacts to major waterbodies.
Please do not delay the Atlantic Coast Pipeline. North Carolina needs it.
Thank you,

RE: Atlantic Coast Pipeline (ACP) 401 Permit Application
I write to urge you to allow the Atlantic Coast Pipeline to continue its scheduled
progress without delay. This project will be significant for the economy and prosperity of
North Carolina.
Over the past three years, the ACP has sought review and input by various federal,
state, and local agencies, as well as hundreds of individuals with a stake in the project.
The ACP project team has provided more than 100,000 pages of reports and
documentation about everything from construction safety and economic impact to
pollinators and water safety—and much more.
Throughout this extensive process, the Federal Energy Regulatory Commission and
many other agencies have carefully analyzed potential impacts to the land, air and
water quality, wildlife, and other resources. They have determined that the ACP team
has adopted the necessary measures to protect our environment.
I hope the North Carolina Department of Environmental Quality will have confidence in
the established process for these kinds of important infrastructure projects, appreciate
the extensive preservation work being done, and approve the ACP.

RE: Atlantic Coast Pipeline (ACP) 401 Permit Application
I appreciate the opportunity to advocate for an important infrastructure project, the
Atlantic Coast Pipeline. I understand and value the care the NCDEQ puts into its
decisions for North Carolina—I only ask that you trust the extensive and thorough
review process the ACP is undergoing.
Already, the ACP has had nearly three years of review and feedback. The project team
evaluated more than 6,000 miles of potential routes and made hundreds of route
adjustments to avoid environmentally sensitive areas and address individual landowner
requests.
The ACP team provided more than 100,000 pages of reports and documentation
covering every aspect of the project. The comprehensive process has included careful
analysis from the Federal Energy Regulatory Commission and many state and national
agencies, who are reviewing potential impacts to the land, air and water quality, wildlife
and other resources. So far, they agree that the project has adopted the necessary
measures to protect the environment.
Please trust the extensive process and don't delay your approval of this safe and vital
project.

RE: Atlantic Coast Pipeline (ACP) 401 Permit Application
The Atlantic Coast Pipeline will transport American natural gas, a clean solution to our
region's growing energy demands. Natural gas burns cleaner than coal and produces
far less carbon emissions. Plus, it complements the development of renewable energy
sources like wind and solar—while also making energy more affordable for North
Carolinians.
Natural gas pipelines are different from—and have less environmental impacts than—oil
pipelines. Natural gas would not result in an oil -like "spill" into a waterbody, as some
opponents suggest.
Our public utilities need additional supplies of natural gas to meet the needs of millions
of customers in Virginia and North Carolina. The ACP will generate cleaner energy to
heat homes and power new business in our state—which means jobs and economic
opportunities for North Carolina, with minimal impact to the environment.
As part of the exhaustive review process, the ACP project team evaluated thousands of
miles of potential routes, submitted thousands of pages of documentation, and sought
feedback from countless landowners, residents and community leaders. Every
consideration should be made and every precaution should be taken to preserve our
environment, and I believe the ACP team is doing just that. I appreciate your efforts to
ensure the same, and ask that you not delay in approving the Atlantic Coast Pipeline.

RE: Atlantic Coast Pipeline (ACP) 401 Permit Application
Doing the right thing for our communities, our economy, and our environment is a
balancing act. That's why a project as important as the Atlantic Coast Pipeline isn't built
overnight. Rather, this project has gone through nearly three years of careful planning
and thorough scrutiny from agencies and organizations at every level.
That review process has helped the ACP become the safest way for us to get affordable
cleaner natural gas to those in our region who desperately need it.
Between consulting water and terrain experts, evaluating thousands of miles of potential
routes, and making hundreds of route adjustments to avoid environmentally sensitive
areas, review of the ACP has proceeded in a responsible fashion. I ask that you
acknowledge this process and do not postpone your approval.

RE: Atlantic Coast Pipeline (ACP) 401 Permit Application
The Atlantic Coast Pipeline will be good for our communities, our economy, and our
environment. Moving to more environmentally friendly sources of energy is vital for
North Carolina, our region and our country. And the best way to do that is by approving
the ACP.
The ACP will transport natural gas, which is already a much cleaner form of energy than
older forms North Carolina has used for decades. And natural gas is an important
partner fuel to renewables such as solar and wind. It is a natural complement for when
the sun isn't shining or the wind is not blowing.
The gas transported by the ACP will be used to generate cleaner electricity to heat
homes and power new industries creating Americans jobs. I urge you to approve the
Atlantic Coast Pipeline.
