Edenton, Chowan County, NC The subject site is located along the Albemarle Sound on Country Club Road in Edenton, Chowan County, NC. The property is owned by William Black Jr. The property includes a residential home with a boat basin encapsulated by a sheet piling wall. There are three sections of existing rip rap located along the shoreline. One the western boundary of the property, the second in the center of the property following along the western sheet piling wall, and the third at the eastern boundary of the property near the shoreline (see aerial view on the accompanying CAMA plan). Within the boat basin are existing docks and boat/jet ski lifts. This was permitted by CAMA Major 50-85, issued on 4/27/1985, and included channel and basin dredging. The primary purpose of this proposed work is to create permanent rock stabilization around the existing boat basin. Currently, much of the submerged portion of the wall has deteriorated over time. Because of this deterioration, the wall is in need to stabilization to ensure the basin is sufficiently protected. Maintenance excavation of the existing basin has been permitted under CAMA GP #67345, issued on 1/17/2017. There are also two existing gabion basket rock jetties at the entrance to the basin. The existing sheet pile wall and gabion basket rock jetty system are proposed to be left in place. It is the intention of the applicant to use rock to provide permanent stabilization of the existing basin and jetties. The proposed rock will extend out 12 ft from the existing sheet piling wall. A cap of rip rap is proposed to be placed over the top of the existing gabion jetties. The new proposed rip rap will tie into the existing riprap along the western wall of the basin and the existing riprap at the eastern boundary of the property. Included on the site plan are a set of typical jetty and breakwater construction cross-sections. The total length of rip rap, including the area over the existing gabions is 310 linear ft. On June 6, 2017, Quible performed a water depth survey of the boat basin and adjacent open waters of the Sound. Water depths (relative to NWL) have been plotted on the CAMA plan. On June 6 and June 26, 2017, SAV surveys were conducted to examine the substrate of shallow waters in the project area and adjacent to the project area for the presence of SAV, and to document the conditions that may relate to SAV habitat. The SAV survey was not conducted until this time of the year in order to enter the peak growing season for SAV as required by resource management agencies. Please see the accompanying SAV report which includes a narrative, map and datasheets. On June 7, 2017, an interagency scoping meeting was held at WARO to discuss the proposed project. Representatives from NCDCM, NCDWR, USACE, NMFS and NCWRC were in attendance along with the owner and Quible. At that time, our preliminary plan included a rock protection area total width of 16 ft. Since then, we have been able to reduce the proposed footprint to a width of 12 ft by limiting the height of the proposed rock, maintaining the same stable rock slope. We believe that the 12 ft rock width will satisfactorily protect the existing structure and basin. Field Investigation Report: William Black, Jr Page 2 Project Settinq The site of the proposed development is located within the Yeopim Township, at 132 and 136 Country Club Drive (SR # 1129), of Edenton, Chowan County, and is adjacent to the Albemarle Sound. The property consists of a 2 -acre residential site with a single-family residence and associated infrastructure, a pier, bulkhead, boat basin with docks and boat/jet ski lifts, sheet piling walls, riprap, and gabion basket jetties. The property has an approximate elevation of 6 feet above normal water level (NWL). The property is landscaped with indigenous yard grasses, shrubs and flowers. The property has approximately 420 linear feet of shoreline along the Albemarle Sound. Of that total, approximately 150 linear feet of the shoreline in front of the residence consists of a sandy beach area. The remaining shoreline is stabilized by a combination of rock/gabion jetties, bulkheading, and sheet piling walls. Previous CAMA permits issued for this location are noted as follows: Major Permit #50-85 was issued on 04/27/1985, modified on 10/24/1985, 05/30/1986 and 07/11/1989, and expired on 12/31/1989. Projects authorized through the Major Permit included bulkheading, excavation of the channel and basin, breakwaters, boat dock, boathouse, rock jetty, and gabion jetties. General Permit #67345A was issued on 01/17/2017 for maintenance excavation of the existing channel and basin area and expired 05/17/2017. An interagency scoping meeting was held at the Washington Regional Office on June 7, 2017. Representatives from the NCDCM, NCDWR, NCWRC, USACOE, and NMFS were in attendance, as well as the applicant and Brian Rubino of Quible and Associates. The preliminary plan had included a rock protection area with a total width of 16 feet. Since that meeting, the footprint proposed has been reduced to 12 feet in width. The adjacent riparian property to the north is a private residence with a pier, boathouse, riprap and bulkheading. The adjacent riparian property to the south is a private residence with a sandy beach shoreline. The waters of the Albemarle Sound in this area are classified as SB and are closed to shellfish taking. The near shore water depths range from -1.99' to -3.2' (in front of the residence) and -2.42' to 5.53' inside the boat basin. An SAV survey was conducted on June 6, 2017 and June 26, 2017. Three species of submerged aquatic vegetation (SAV) were encountered in the project area, and were noted as Najas guadalupensis (Southern naiads), Vallisneria Americana (wild celery) and trace amounts of Myriophyllum spicatum (Eurasian Watermilfoil). A copy of the SAV Survey is included in the application package. I Field Investigation Report: William Black, Jr Page 3 Development Proposal The existing sheet pile wall has submerged portions that have deteriorated over time. The applicant proposes to use rock to provide permanent stabilization around the existing boat basin by placing rock in front of the existing wall. The rock will extend 12 feet out from the wall. Also proposed is a cap of riprap to be placed over the top of the existing gabion jetties. Proposed riprap will tie into the existing riprap along the western wall of the basin and the existing riprap at the eastern property boundary. The total linear footage of riprap proposed is 310 linear feet. Anticipated Impacts The proposed 310 linear feet of riprap, with a 12 -foot base, will result in the filling of approximately 3,720 square feet of Public Trust Area (PTA) and Estuarine Waters (EW) Areas of Environmental Concern (AECs). The amount of material to be placed in the water is estimated to be 5,166 cubic feet, for a total of 191 cubic yards. The amount of fill material that will be placed in SAVs is estimated at 660 square feet. Temporary water turbidity will occur during construction. (Quible) to provide state and federal regulatory agencies with a review of submerged aquatic vegetation (SAV) in proximity to an area of proposed boat basin protection rock work at the Bill Black Property in Edenton, Chowan County, North Carolina, on the Albemarle Sound. The June 6 and June 26 SAV survey was conducted to examine the substrate of shallow waters in the project area and adjacent to the project area for the presence of SAV, and to document the conditions that may relate to SAV habitat. The SAV survey was not conducted until this time of the year in order to enter the peak growing season for SAV as required by resource management agencies. Generally, low salinity SAV found in this area of the Albemarle Sound prefers low energy shallow water areas where significant photic penetration through the water column to the substrate persists. These species go dormant in the winter months as water temperatures decrease and foliage dissipates. II. Methodology The accompanying base maps include 2016 aerial photography with the project area identified with sampling stations. Also included is the CAMA Major Site Plan of the same area. Water depth surveying was conducted throughout the Site using survey grade GPS. The June 6th SAV surveying was limited to a cursory analysis of SAV throughout the Site on the day of water depth surveying, prior to our June 7t1 inter -agency scoping meeting at WARO. The June 2611 SAV survey consisted of sampling for SAV at 30 pre- established sampling stations using a 1 m x 1 m pvc quadrat. At each sampling station, the area inside the quadrat was evaluated by diving and visual observation with snorkel and mask. At each station, water depths, substrate types, and SAV identification was performed. Duplicate samples were taken at each station to better understand the overall mean cover of SAV. Where any live SAV was encountered, coverage estimates were made based on percent cover standards'. In addition, species composition was recorded. III. Findings The attached table summarizes coverage estimates at each sampling station. The substrate type encountered was dominantly a fine to medium grained sand with surface ripples. Three species of SAV were encountered in the areas evaluated. The species encountered were Najas guadalupensis (Southern naaids), Vallisneria Americana (wild celery) and trace amounts of Myriophyllum spicatum (Eurasian Watermilfoil). Based on our findings, the west side boat basin outer perimeter contained no significant SAV growth. There were only sparse sprigs of wild celery on this side, but none within the proposed rock footprint. On the east side of the boat basin there were some areas of SAV growth. General findings notes for the east side are as follows: I A resource on hand during the investigation was percent cover standards (photographs) that were taken from http://seagrasswatch.org/home.html June 6 and June 26, 2017 SAV Survey Bill Black Rock Work Project ■ There was only trace SAV within the nearest 8 ft of the concrete deck capped vertical sheetpile ■ Wave action reverberation was observed on this side during the June 26th SAV survey ■ Existing timber batter piles extend up to 5 ft out from the sheeting on this side and the concrete cap is approximately 30 in wide here ■ The total rock width proposed is 12 ft; this has been reduced from the originally proposed width of 16 ft. The only area of SAV growth that appears to constitute significant SAV habitat is the area between 8 ft and 12 ft from the vertical sheeting (4 ft wide zone) ■ SAV coverages in the SAV zone varied between 0 and 80 percent with an average of about 30-40 %; this SAV zone is 660 sq.ft. ■ The footprint of the existing rock gabions on the east side of the entrance to the basin is already 10-11 ft wide at the base; this only a 1-2 ft wide SAV zone in this area ■ The area adjacent to the gabions is not negatively impacted by the reverberation wave effect that the areas adjacent to the vertical sheeting are; observations suggest that the rock areas absorb much of the wave energy that is noticeably reflected by vertical sheeting without rock protection Our findings were field confirmed by NC Division of Coastal Management, NC Division of Marine Fisheries representative, Shane Staples, on July 6, 2017. During the meeting with Mr. Staples, we discussed our SAV findings to date and confirmed all of the finding notes reported above with use of snorkel and mask and steel rake. IV.
