County: Document: Nash MCC Funding: � State ❑ Federal � Yes ❑ No Permit Type: NR'P 3 Project Description: NCDOT Division 4 intends to replace Bridge No. 86 on SR 1002, Seven Paths Road, over Turkey Creek northwest of Spring Hope. Existing right-of-way (ROW) is listed on the Request for Cultural Resources Review form as 60 feet (nearly 18.28 meters) wide. The proposed project is listed at the (presumably) same 60 feet without any easements. The length of the project is listed at 528 feet (slightly over 160.93 meters). For the purposes of the archaeological review, the area-of potential effects (APE) will be considered the described 60-foot by 528-foot corridor centered on Bridge No. 86. Thus, the APE is estimated to encompass nearly .73 acre (just over .29 hectare). f.Yi1u I►� /\:7`LI]�1[�llj_I� I�i17\ 1�:7 �.Y�1113N �.Y'7 �li/11�.i/ Brief description of review activities, results of review, and conclusions: A review for the replacement of Bridge No. 140 over Turkey Creek (located .41 mile northeast of Bridge No. 86) on SR 1319 had been conducted by NCDOT archaeologist, Brian Overton, on June 10, 2016. Notes and mapping associated with that project indicated that no archaeological sites were located in the vicinity of either bridge, nor had any significant archaeological investigations been conducted in the vicinity. This information was confirmed on August 30, 2016. The North Carolina State Historic Preservation Office HPOWEB GIS Service website was consulted to determine which (if any historic properties might be recorded in the vicinity of Bridge No. 86. A handful of historic properties are recorded within .5 mile of Bridge No. 86, including: the Brittain Wood House (NS0229), the Brittain Wood II House (NS0230), the Eslie Stallings House (NS0228), and the former location of the Stallings Double Crib Log Barn/Tobacco Grading Room (NS0237). Three cemeteries have also been recorded in the vicinity, although none of these resources is located within the delineated APE. An examination of soils in Nash County presented on the National Resources Conservation Service Web Soil Survey indicates that the following soil types fall within the delineated APE: Altavista sandy loam, 0 to 3 percent slopes, rarely flooded (AaA); Wehadkee loam, 0 to 2 percent slopes, frequently flooded (Wh); Wickham fine sandy loam, 0 to 3 percent slopes, rarely flooded (WkA). No further archaeological investigations are required for the project within the new area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. With no new ROW or easements, it appears that all earth-disturbing activities will be relegated to locations that have previously been significantly disturbed by the construction of transportation facilities. It remains very unlikely that National Register of Historic Places-eligible archaeological resources will be impacted by the bridge replacement project as currently proposed. It should be noted, however, that areas in the vicinity of the bridge but outside the current APE have characteristics that suggest some potential for archaeological resources. Within the current APE, that potential has been drastically reduced by earlier disturbances.
