Project Sumniga: The proposed project is for a pier extension with a fixed platform for the existing 2 -slip docking facility, 3 slip additions, finger pier, boatlifts and five mooring pilings in Field Investigation Report William Hamlin III 122 Hoop Pole Creek Drive Page 2 of 3 Bogue Sound. 9. Narrative Description: The William Hamlin III project is located at 122 Hoop Pole Creek Drive within Atlantic Beach, Carteret County. The site is found by following Highway 70 East (Arendell St.) to the Atlantic Beach Bridge ramp. Continue over the Atlantic Beach bring along the Atlantic Beach Causeway until you reach the 4 -way stoplight. Turn right (west) at the light and continue for approximately 11,700' (2.2 miles) until you reach Lee Drive (Dollar General at the corner). Turn right onto Lee Drive and continue until you reach Hoop Pole Creek Drive. Turn right and follow the road for approximately 1,541'. The property will be located on the left. The residential property is .37 acres (16,030sf) in its entirety and 4'-10' above nhw. Bogue Sound runs along the north side of the property. The upland vegetation mainly consists of lawn grasses, shrubs, and a few trees. There is a 86' x 6l'section of coastal wetlands along the 90.5'of shoreline on Bogue Sound. The waters of Bogue Sound have approximately 2.5'to 3' lunar tidal amplitude. The Division of Water Resources classifies this area as HQW/SA Waters. This area of Bogue Sound is not designated as a Primary Nursery Area and is open to the taking of shellfish. The Town of Atlantic Beach Land Use Plan classifies this area as Single-family Residential with Conservation within the AECs. According to Google Earth spacial data, there is a historical channel approximately 610' from the marsh edge and would be located approximately l'-2' waterward (south) of the proposed pier, pier platform, slips, finger pier and mooring pilings. Water depths within this project location are-2'nlw/mlw to-2.8nlw/mlw, depending on location, with connecting water depths of -3' plus nlw/mlw. The bottom substrate is sand. Bogue Sound is approximately 7,700feet (1.46 miles) wide at this location. 10) Proposed Development: Due to the shallow water depths (less than -2'nlw) over SAV habitat and the location of the existing pier (266' from mhw/nhw) the applicant proposes to add a pier extension with a fixed platform, three new slips, two boatlifts, one finger pier and 5 mooring pilings. There is a 2 -slip existing pier with two platforms, one boatlift and tie piling that the proposed development would extend from. The existing docking facility extends waterward 230' from the edge of marsh with the proposed pier extension (includes platform, finger pier, boatlifts and tie pilings) extending a total of 608' from the marsh edge and 638' from mean high water/normal high water. The total length of the existing components as well as the proposed development would not exceed a maximum of 608' from the edge of marsh. Due to the shallow water depths and SAV habitat along the existing pier, platform and slip areas, the applicant proposes for the construction of an additional 6' x 377' pier extension from the waterward edge of the exiasting pier and platform, a 15' x 20' fixed platform, a 4' x 20' finger pier, two 15' x 20' boatlifts and five mooring pilings. The area from the waterward edge of the existing platform has Field Investigation Report William Hamlin III 122 Hoop Pole Creek Drive Page 3 of 3 approximately 270' of SAV habitat and deeper water depths (>-2'nlw) occurring at approximately 570' waterward (north) from the marsh edge. The pier, platforms, slips and mooring pilings would need to be located 674' from the high ground (bulkhead) in order to achieve the depths to span the shallow SAV habitat, 638' from normal high water and 608'from the marsh edge. The water depths from 400' to 500' would not meet the required rate of l' of fall due to the SAV shoal, However from 500' to 600' it would meet the rate of fall criteria and provide deeper water depths (>2' nlw) over the SAV habitat. The proposal is to add a 6' x 377' pier extension that would intersect a 4' x 20' finger pier and a 15' x 20' fixed platform. There would be two boatlifts within two of the prosed slips and a total of five mooring pilings that would delineate a third wetslip area along the southwest side of the proposed finger pier. The most waterward portion of the platform and mooring pilings would not exceed a maximum distance of 608' from the edge of marsh. All parts of the docking facility would be landward 1'-2' of the historic channel and a distance of 30' from the western riparian access line and 15' from the eastern riparian access line. The water depths within the slip areas for the proposed dock addition are -2.07 to 2.5' nlw/mlw with connecting water depths of -3' plus nlw/mlw. There are piers along the shoreline to west of this property that extend a maximum of 585' from the marsh edge. The proposed dock extension would extend 23' farther than the existing pier head length along this shoreline. 11. Anticipated Impacts: The proposed dock would shade and incorporate 1,116 ft' of shallow bottom SAV habitat, shade 1505ft2 and incorporate 1805 ft' of open water (non -SAV). The development would increase the total number of slips from two (existing) to five. The proposed placement of the pier addition, platforms and mooring pilings would reduce potential prop scarring and incidental prop dredging of the existing SAV habitat. The deeper water depths (>-2'nlw) within the proposed pier location and the shorter distance that the applicants would need to traverse to reach the deeper water has the potential to help preserve and re-establish the SAV habitat closer inland. The increase in suspended sediment and turbidity levels from the pier placement would be temporary, occur while the pier placement is taking place and should be minimal given the bottom composition. The location of the proposed docking facility should not be a hindrance to navigation due to the fact all portions would be located landward of the historical channel (1'-2') however the proposed length would extend 23' farther waterward than the adjacent piers along the same shoreline and not be in the same pier head alignment. JULY 25, 2017 INTRODUCTION The property owner/applicant, William F. Hamlin III, proposes to construct an extension of an existing timber pier that extends to deep water. Water depths at the boat lift and wet slip render the slips not usable during much of the normal tidal cycle. A major CAMA permit is requested for the pier improvements including the pier extension and addition of two additional boat lifts and one additional wet slip and a pier extension of some 372 linear feet, 6 feet wide. PROJECT LOCATION The project location is shown on the attached Project Location Map (sheet 1). The site can be reached from Morehead City by crossing the Atlantic Beach/Morehead City Bridge over Bogue Sound, turning right onto West Fort Macon Road (NC Hwy 58), proceeding approximately 2.3 miles to Lee Drive, turning right and proceeding approximately 0.2 miles, turning right and proceeding 0.3 miles to the Hamlin Residence on the left at 122 Hoop Pole Creek Drive. SITE DESCRIPTION The site is a residential lot of approximately 0.38 acres on Bogue Sound at Hoop Pole Creek with approximately 90.5 feet of waterfront. The site is fronted on the water by a bulkhead behind coastal marsh with shallow water, less than 3 feet at mean tide, out some 300 feet from the shoreline. There are SAV on the bottoms out to about 3 feet of water. A naturally occurring channel is located some 650 feet from the shoreline with depths in excess of 6 feet oriented approximately parallel to the shoreline. There are several existing piers on adjacent properties. Piers on adjacent properties are shown on drawings 02 and the aerial photograph on 02-A. There is an existing pier some 350 feet west of the site that extends to deep water at the edge of the channel. PROJECT DESCRIPTION Existing Structures. The existing pier extends 266 feet from the approximate mean high water line (NIHW), is 5 feet wide and includes two platforms, one of 64 s.f. (8'x 8'), one at the end of the pier of 210 s.f. (14'x15'), a 60 s.f. finger pier (3'x20'), a boat lift and a wet slip with 4 mooring piles. There is a total of 2 existing boat slips. It is proposed that all of the existing structures will remain. Proposed Structures.The proposed improvements include a pier extension of 373 11. measured from the end of the existing pier (sta. 2+95), 6 feet wide with two new boat lifts, an 80 s.f. finger pier (4'x 20') and a new 300 s.f. platform (15'x 20') at the end of the pier. Total length of the pier measued from the mean high water line is 638.7 feet. July 25, 2017 Major CAMA Permit Application Page 2 of 2 Residential Pier Extension, 122 Hoop Pole Creek Drive Atlantic Beach, Carteret County, North Carolina Pier and platforms will be of timber construction with either a pre -cast concrete marine slat or timber decks. Total area of platforms including existing will be 714 s.f. Platform Areas. Based on 15A NCAC 07H .0208 (6) (B) which allows 8 square feet of platform area for each linear foot of shoreline, the proposed piers and platforms provide 734 sqare feet of platform area including 334 square feet of existing platforms and an additional 380 square feet as part of the pier extension. The platform areas do not include areas of the 5 and 6 foot walkways adjacent to each platform. Purpose and Need. The purpose of this project is to provide access to deep water in the un -named channel which runs parallel to the shoreline approximatley 650 feet from shore. The additional pier length over 400 feet is necessary to bridge over a shoal area located between station 4+00 and 5+50 that has shallow water and fairly dense growth of SAV's. The shoal represents a hazard to navigation. The SAV's are growing on the bottom out to station 5+50. The new pier will extend to deep water at the edge of the natural slough that runs approximatley parallel to the shoreline (see drawing 03). EROSION AND SEDIMENTATION CONTROL No upland construction or disturbance of upland areas is proposed as part of this project. STORMWATER MANAGEMENT There is no construction of impervious area proposed as part of this project. METHODS OF CONSTRUCTION Construction of the pier, platforms, and boatlifts will be by conventional marine construction methods with piles driven by jetting and driving from a floating barge. PROJECT SCHEDULE Construction will begin upon receipt of an approved Major CAMA permit. Completion is expected before the end of year 2017 COMPLIANCE WITH THE N. C. ENVIRONMENTAL POLICY ACT The Regulatory Reform Act of 2011 (SB 78 1) was passed by the North Carolina Legislature in July 2011. This bill eliminates the requirement for an environmental assessment (EA) for any project requiring a Major CAMA permit. Therefore, the proposed project is not subject to N.C. Environmental Policy Act Review.
