PROJECT DESCRIPTION The project site is located at 3607 West Pelican Drive, adjacent to Montgomery Slough, within the Town of Oak Island, in Brunswick County. To find the project site, travel south on US Highway 17 to NC Highway 133 South. Travel approximately 22 miles south on NC -133 to Dosher Cutoff SE/NC-133.Turn onto Dosher Cutoff and then turn right at Southport -Supply Rd. SE/ NC -133. Travel approximately 0.8 mile and turn left onto NC -133. Travel on NC -133 to Oak Island and turn right on East Oak Island Drive. Travel approximately 2.35 miles to SE 49th Street. Make a left on SE 49th Street and travel 0.2 miles and take a right on to East Beach Drive. Travel 4.85 miles and turn right on to 39'b Place W. Continue 0.09 miles and turn right on to Shoreline Drive. Travel 200 feet and keep right on to West Pelican Drive. Continue 0.1 miles and the property will be located on the right. The property consists of a vacant rectangular lot with a total area of approximately 8,802.2 square feet or 0.2 acres, located on West Pelican Drive. The site contains approximately 926.7 square feet of jurisdictional §404 wetlands, as well as 2,042.2 square feet of coastal wetlands. Wetland vegetation consists primarily of Salt - meadow Cordgrass (Spartina patens), Wax Myrtle (Morella cerifera), Groundsel Bush (Baccharis halimifolia), and Jesuits Bark (Iva frutenscens). Uplands support Wax Myrtle (Morella cerifera), Eastern Red Cedar (Juniperus viginiana), Black Cherry (Prunis serotine), Yaupon (Ilex vomitoria), Fringed Greenbriar (Smilax bona-nox), and Virginia Creeper (Parthenocissus quinquefolia). The high ground portion of the property, has an elevation of approximately 3 feet above Normal High Water (NHW). The 75' Estuarine Shoreline Area of Environmental Concern consists of 4,002.2 square feet as measured landward from the Normal High Water line with approximately 3,507.2 square feet of the deeded property falling within the AEC. There are no man-made structures currently on the property other than municipal sewer hook- up. The surrounding land is being used for residential purposes. The waters of the Montgomery Slough in the vicinity of the project area are classified SA:HQW by the North Carolina Division of Water Resources. The area is not designated as a Primary Nursery area and is closed to shellfishing by the North Carolina Division of Marine Fisheries. PROPOSED PROJECT: The applicant is proposing to construct a two-story, single-family residence, decks, and driveway with associated wetland fill (see Appendix 7: Sheet 23 of 26). Total area of disturbance within the lot will be approximately 6,760 square feet, and overall impervious area will be 3,156.8 square feet (35.9%). The residence would have an 8' by 33' front deck that is completely covered by a roof as well as a fully covered 10' by 30' rear deck. The applicant proposes a 1,848 sq. ft. concrete driveway, and a 1,309 sq. ft. concrete pad under the house. The applicant proposes 6 infiltration basins each measuring approximately 3 feet wide, 2 feet deep, and 10 to 25 feet long. Three basins would be located on the north side of the property and three would be located on the south side of the property. The applicant proposes a retaining wall 44 feet long by 2 feet wide located 10 feet landward of the coastal wetlands line. Water service and sewer services will be provided by the Town of Oak Island. The applicant states that standard construction methods will be used during the installation of the pilings and construction of the house. Laurie A. Wedel c% Lindsey Stone (agent) Page Three 10. ANTICIPATED ]IMPACTS: The project would result in the fill of 926.7 square feet of §404 wetlands and 5,743.3 square feet of high ground for a total impacted area of 6,760 square feet. The proposed development would be partially located within the Estuarine Shoreline AEC, and landward of the coastal wetlands line. A total of 1,465 square feet would be disturbed within the 75' Estuarine Shorline AEC, with 64.7 square feet of impacted §404 wetlands within the 75' AEC. According to the applicant the residence would result in 3,156.8 square feet of impervious area, with 492.5 square feet (12.3%) of impervious surface within the 75' Estuarine Shoreline AEC. Two infiltration basins would be installed within the AEC, one 25 foot long basin and one 10 foot long basin, each with a width of 3 feet and depth of 2 feet. Silt fence would be installed along the land disturbance boundary to retain loose fill. Wedel CAMA Major Permit Application for Upland Development and Fill Dear Ms. Coats, Southern Environmental Group, Inc. (SEGi) has been retained by Ms. Laurie A. Wedel (herein referred to as the "Applicant"), to submit the attached permit application (Appendices 1-3) for a Coastal Area Management Act Major Permit, which is necessary to perform work at her property, located at 3607 West Pelican Drive, in Oak Island, Brunswick County, North Carolina. Site Information and History: The property is approximately 0.2 acres (8,802.2 SF) and is situated on Montgomery Slough, which is along the Atlantic Intracoastal Waterway (See Appendix 4: Location Map). These waters are tidal salt waters and classified as HQW. The .property is undeveloped with surrounding land use being residential. SEGi delineated approximately 2,178 square feet of wetlands (coastal and 404) on the tract, and a copy of the USACE JD Request Package has been included, as Appendix 10, with this correspondence. Proposed Work: The Applicant intends to construct a 3,156.8 square foot structure, which will serve as her primary residence. The proposed location of the structure is such that it is in keeping with local and state setbacks. Impervious surface area (ISA) is not anticipated to exceed 3,156.8 square feet, or 35.9% of the tract. A concrete driveway will be used under the structure for parking. The disturbed area will be approximately 6,760 square feet (approximately 1,465 square feet of this is within the 75' setback), and total fill brought to the site is expected to be 10 to 14 cubic feet of material. Of the 2178 square feet of wetland on site, approximately 926.7 square feet are 404 wetland. Filling this portion of wetland is unavoidable due to their location which would otherwise make construction of the home and driveway unrealistic. The remaining disturbed area is approximately 5,743.3 square feet of uplands. Of the 926.7 square feet of 404 wetland, 64.7 square feet fall within the 75' estuarine shoreline setback, also referred to as the coastal shoreline AEC. The percentage of the tract within the coastal shoreline AEC that has been proposed to be covered by impervious or built upon surfaces is 12.3% compared to the allowable 30% (Please refer to Appendices 6 and 7 for details of the proposed work). The 10' by 30' deck will be covered with the same roofing material used for the home – standing seam metal panels—and built with 5/4" x 6" treated decking boards (drip through style) at an elevation of 9.5 feet above the concrete pad. All stormwater from the residence will be treated through EZ FLOW infiltration basins, 3' wide by 2' deep. Alongside each side of the driveway there will be 40' of infiltration basin (two 20' basins side by side). On either side of the structure there will be 30' of infiltration basin (two 15' basins side by side). At the rear on either side will be 35' of infiltration basin (one 25' basin beside one 10' basin). As a result of the proposed fill, chemical, physical, and biological processes will be removed. To offset those losses, the Applicant proposes to make payment to the Stone Farm Mitigation Bank for 0.10 acre of riparian wetland mitigation credit. A copy of the Stone Farm Mitigation Bank reservation letter is included as Appendix 12. SEGi feels that the proposed site plan and mitigation component is the least environmental damaging, practicable alternative. CAMA Major Permit Process: As part of the CAMA Major Permit process, the Applicant has notified the adjacent riparian property owners, by US Postal Service certified mail (see Appendix 13). Also, a $400.00 filing fee is required, which has been included with this correspondence as an Attachment. It is SEGi's hope that the information found within and attached to this letter will be sufficient for the DCM to consider the application complete and the permit will be processed without delay.
