Carolina Ecosystems, Inc. has prepared the attached Riparian Buffer Authorization Form on
behalf of the City of Raleigh and Wetherill Engineering, Inc. for the above referenced project.
The City of Raleigh is proposing replacement of the retaining wall along the Crabtree Creek
Greenway near Generation Drive (Figures 1 through 4). This activity will involve some tree
clearing within the construction footprint, requiring minimal impact to Crabtree Creek's buffer.
Proposed impacts to riparian buffer zones at this site are 1,330 square feet of Zone 1 impacts and
110 square feet of Zone 2 impacts (see attached buffer impact drawing). These impacts are
classified as "allowable" under the Neuse Buffer Rules. Since the impacts are minimal with no
addition of impervious surface area and no new stormwater outfalls are proposed, a diffuse flow
plan is not provided.
The preceding information, along with the enclosed Riparian Buffer Authorization Form,
vicinity map (Figure 1), project map aerial (Figure 2), USGS map (Figure 3), NRCS map (Figure
4), and buffer impact drawings are being submitted for your review of this project.

This promect will only minimally impact the buffer due to tree clearing for access for retaining wall replacement.

techniques. Sediment and erosion control measures will be implemented according to NC requirements, and
approved by NCDEQ prior to implementation. Jurisdictional areas that are not permitted to be impacted and
are adjacent to construction areas will be clearly marked with protection fencing or other similar method to
avoid inadvertent encroachment. Copies of the issued buffer authorization and impact areas will be provided
to the prime contractor and all subcontractors working in or near jurisdictional areas.
