The only change I see in the written description is where the original cover letter says:
...."and a *31*-feet long energy dissipator (pool and apron)"; and ....,,with *31* feet
energy dissipator (*21* feet dissipator pool and *10* feet apron)."
The 9/26/08 correspondence changes the above to: ..."and a *28*-feet long energy
dissipator (pool and apron)"; and ...with *28* feet energy dissipator (*21* feet
dissipator pool and *7* feet apron *with a flood bench*)."
Want to take a look at & go from there?
