We have looked over your questions, and apologize for the confusion. The words in the cover letter describing Site 2: "The existing 48-inch CMP" are wrong and appear to be a victim of pasting information from the Site 1 description. There are actually two existing 54-inch corrugated steel pipes at Site 2. The southern pipe currently maintains normal flow, while the second (northern) pipe is at located to pass flood flows. I have attached a photo of the upstream end of the culverts that shows the normal flow culvert on the left and (less clearly behind the vines and human) the culvert located to pass flood flows. No widening of the stream channel is anticipated as the downstream end of the culverts will each receive a 9-foot CSP with a gasket sleeve connection and end wall. Per the design engineer, there are no proposed channel modifications or benches since both pipes are open and flowing in the existing condition. The pipe extensions and headwall construction will be completed "in the dry" using a combination of impervious dikes with either temporary pipes and/or pumping as necessary. This will be addressed during the preconstruction meeting with the selected Contractor. Again, I sincerely apologize for the confusion about the existing conditions at Site 2. Could you please address the below concerns? The application narrative (cover letter) for Impact Site 2 states, "The existing 48- inch CMP will be extended by 9 feet with two 54-inch CSP extensions that incorporates gasket sleeve connections and endwalls." The drawings (sheet C1.15) show an existing 54-inch CMP. For clarity, please confirm if the existing culvert is 54 inches or 48 inches. It is proposed to install two-54 inches culverts. Per Condition 11 of GC 4088, please provide details on how you are going to maintain the physical integrity of the stream above and below the culvert. If multiple pipes or barrels are required, they shall be designed to mimic natural stream cross section as closely as possible, including pipes or barrels at flood plain elevation and/or sills where appropriate. Widening the stream channel should be avoided. Stream channel widening at the inlet or outlet end of structures typically decreases water velocity causing sediment deposition that requires increased maintenance and disrupts aquatic life passage. A construction sequence and detail should be provided to ensure that the contractor is clear on construction. All impacts are less than 0.01 acre (<0.01 acre). Please accept the following revised Table 1 that should appear in the cover letter with my apologies: Table 1.
