Road, adjacent to the AIWW/Myrtle Grove Sound. The modified application has eliminated the excavation oi~a
boat basin and access channel, relocation and enlargement an existing boat ramp with associated t1~~atin~~
docla, and installation of breakwaters, which were all previously included in the ori~uinal subil~ittal ot'the
applicant's C~1MA/Dredge and Fill Major Permit application. The proposed upland development ~~-ould
remain as previousl~~ proposed (Sheet 6 of 14j. The modified application requests the removal of the ?~' in
length by 27' in width platform, which would allow for the construction of a new floating fuel dock. The
existing pier ~t~ould now terminate in 70' in length by 10' in width floating fuel docl:_ which would run parallel
to the shoreline creating a'`T-head" configuration. The floating fuel doc1: would be located alone the
approximately -2' ~u IVlean Low Water (MLW) contour. The existing covered boatlift would be converted tua
21' in length by 27' in width, unenclosed gazebo (Sheet~9 of 1~). The existing finger docl: and buatlift located
landward of the new unenclosed gazebo would remain. The application states that this gazebo ~.~ould house the
fuel attendant. The application also requests the construction of a new bullchead waterward of~existin~_~
bulkhead approximately 2~0 linear feet, which would run along the northern side and southern side of the
existing boat ramp (Sheet 7 of 14 and 13 of 1~). The modified location of the docking facility ~-vould extend
approximately 193.7' into a waterbody measuring approximately 77~' across, which would conform with the
'/4 width rule and not exeeedin~ the established pier length. The proposed structures would now accommodate
up to five vessels (Sheet 10 of 14).

CAMA Major Application

Site Overview: The project site located at 1512 Burnett Road in southern New Hanover County.
The property is 2.87-acres in size, with the front property line abutting Burnett Road and the rear
property line abutting the Atlantic Intracoastal Waterway/ Myrtle Grove Sound. In this area,
waters of Myrtle Grove Sound are classified by the NC Environmental Management Commission
as SA, and are open to the harvest of shellfish. Waters have been classified by the NC Marine
Fisheries Commission as Primary Nursery Area (PNA).
Existing Conditions: The site was developed as a commercial marina in the late 1960's and early
1970's. Development included construction of: a fixed pier and dock, twenty wet slips, a
concrete ramp, dredge and fill, shoreline stabilization, and commercial sale of fuel from the
terminal dock. A 1971 New Hanover County Special Use Permit allowed for the marina and
remains valid today. Excepting the twenty boat slips, all water-dependent structures remain
including the ramp which remains in use at high tide. Fuel dispensers have been removed from
the terminal dock. Since the entire shoreline has been historically stabilized, no coastal marsh
exists above mean high water. A single stand of Spartina alternifi'ora exists waterward of the
bulkhead at the southern end.
Requested Development: The applicant requests to add a floating fuel dock and a covered, un-
enclosedplatform for a fuel attendant. Fuel sales would be re-established with two dispensers on
the fuel dock. No permanent dockage would be allowed on either side of the fuel dock. Due to
its short length, both sides of the dock will be needed for fueling. Appropriate marina policy
would establish safe usage and spill response procedures.
Upland development will include improvements to parking, one clubhouse containing two
bathrooms, and aone-story office building adjacent to the clubhouse. Installation of state-
approved stormwater management features and an improved wastewater treatment system are
also requested. The stormwater collection system will collect and pump run-off away from the
Sound to an infiltration area near Burnette Road. All upland and water dependent work would be
consistent with the existing Special Use Permit. Portions of the existing bulkhead would be
replaced, and no wetland impacts are requested.
Additional Permits: A Stormwater Management permit application has been submitted and
approved by the NC Division of Water Quality. Improvements and construction permits will be
obtained as required for the new septic system. A sedimentation and erosion control plan will be
submitted to the NC Division of Land Quality before any site work begins.
