S,. ;f� '�' r I � � '; S, �.� I_ �I� ��.�� r�' •�� �; � STATE OF NORTH CAROLINA DEPARTMENT OF TRANSPORTATION May 30, 2017 Justification for onsite detour on NCDOT Bridge Replacement Project Bridge 400135, (over Squirrel Creek) SR1001 N, Deep River Rd. JAMES H. TROGDON, III SECRETARY The North Carolina Department of Transportation (NCDOT) is preparing the planning studies for the above referenced bridge replacement project. The purpose of this letter is to solicit our justification concerning the potential impacts of the proposed projects' offsite detour. We anticipate that this project will need an onsite detour. For this bridge replacement project there are two possible detour routes; Detour 1: This detour goes from N Church St to HWY 150, then to Spencer-Dixon Rd. The current ADT on N. Church ST is 5500. The ADT on HWY 150 is 6500 and the ADT for Spencer- Dixon Rd is 3400. Detour 2: This detour goes from N Church St to Archergate Rd, from Archergate Rd to Yanceyville Rd, and from Yanceyville Rd to Hwy 150. Archergate Rd has an ADT of 2700. Yanceyville Rd has an ADT of 820 and Hwy 150 has an ADT of 6200. Acceptable delay (also referred to as additional travel time) is based on the idea that there are limits to how long the Department can reasonably expect a person to be delayed from their normal travel time. For this project, the duration of road closure is acceptable for both possible offsite detours; however there are other factors that need to be considered for this project. All issues including delay, overriding considerations, impacts to human and natural environment as well as economics must be weighted in making the final determination. Adding this much traffic to either possible detour could ruin the integrity of the detour roads. The detour roads currently show a large amount of crackin�. Also, with the time constraints on moneys allotted by the NCDOT, we would be forced to begin the project during the school year. Northern Guilford High School is located on the detour route on Spencer-Dixon rd. The additional traffic from the detour route would cause large conflicts during school hours; consequently affecting the fire and EMS response times as well. The possibility of extensively delaying emergency response times is unacceptable. Therefore, the high ADT and concerns by the Schools, Fire, and EMS nullify the liability of an offsite detour.
