Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: A majority of the proposed project will occur on top of existing roadway and rights-of-way. The project corridor is bounded to the north and west by high-density residential sites, to the south by undeveloped land, and to the east by commercial and municipal buildings. 3b. Explain the purpose of the proposed project: The purpose of the proposed project is to realign and extend Carolina Street to Town Hall Drive in Morrisville, NC. 3f. Describe the overall project in detail, including the type of equipment to be used: The proposed project would include the construction of a hybrid roundabout at the Town Hall Drive and Carolina Street intersection as well as new parallel parking positions, curb and gutter, new drainage systems, and concrete sidewalk throughout the project. In addition to extending Carolina Street, Foxglove Drive would be extended to intersect the new road. Comments: Buffers around streams S1 and S2 are composed of a mix of wooded area, fillslope, and roadway. Due to the existing and proposed road right-of-way, impacts to both buffer zones are limited to the conversion of wooded buffer to roadway facilities. Impacts will occur at Site 1 due to the proposed fillslope associated with the roundabout. Site 1 will be graded and revegetated with herbaceous vegetation upon completion of the proposed roundabout. Site 2 impacts will occur as a result of a road crossing. The fillslopes associated with the new alignment of Town Hall Drive perpendicularly impact a very small portion of wooded buffer zones around the Stream S2 origin. FORM: BA 10-2013 Page 3 of 5 D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts to buffers were avoided and minimized to the extent practical during the planning of the project. Roadway alignments and utility rights-of-way were purposefully located to avoid potential impacts to jurisdictional features within the project corridor. Fillslopes were tightened where necessary to avoid and minimize grading in the buffers. Additionally, staging and access areas have been purposefully located to minimize potential impacts to the buffer zones. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Impacts to buffers within the corridor will be minimized to the extent practical throughout the construction process by avoiding these features wherever possible. Where feasible, construction staging and access routes will be located in upland areas. Temporarily impacted areas will be replanted and/or reseeded to the restore vegetation after construction. Additionally, silt fencing and other standard Best Management Practices (BMPs) and measures will be used throughout the construction process to minimize impacts to downstream receiving waters and minimize runoff from the construction sites. 2.
