The proposed project would extend Carolina Street and Foxglove Drive, and construct a roundabout on Town Hall Drive to provide a safe and logical connection between the extended Carolina Street and Town Hall Drive. Minor modification is required along the southern side of Town Hall Drive and its associated fill slopes comprising the roadway facilities in the area of the protected riparian buffer of a UT to Crabtree Creek, but minor impacts to riparian buffers will result from the proposed roundabout construction. There are two impact sites as shown in the attached application: Site 1 is a perpendicular crossing through the upper reach of a small tributary to the main UT to Crabtree Creek. This perpendicular crossing would impact Zones 1 and 2, but the resulting impact is less than 40 LF of along the riparian buffer which is considered exempt in the Neuse River Basin Table of Uses. Impact Site 2 is located in Zone 2 of the UT to Crabtree Creek, but the impact is limited to grading and revegetation in Zone 2 only, also considered "exempt" per the Table of Uses. Due to the potentially confusing nature of these impacts, we went ahead and prepared the Riparian Buffer Authorization form with permit drawing to help clarify the Town's proposed impacts although both Sites should be considered "exempt" from the riparian buffer rules. Can you review the attached documentation and confirm that no further coordination is necessary for this project? Thanks for your help on this project.
