17. DIRECTIONS TO THE SITE
CCX Intermodal Site: From Raleigh, take US 64 to Rocky Mount. Take US 301 North to College Road. Turn right on College Road.
Site is on both sides of College Road
Rocky Mount to Bricks Second Mainline Improvements: Along the existing mainline from Milepost At 04.9 in Rocky Mount north to
Milepost Al 17.5 at Bricks, North Carolina. The Second Mainline can be accessed using US 301 North and cross roads including
Battleboro Avenue in Battleboro, NC 33 (Main Street) in Whitakers, and Moore Farm Road near Bricks.
18. Nature of Activity (Description of project, include all features)
The Proposed Action is comprised of two components representing two different types of railroad infrastructure: the CCX Intermodal Rail
Terminal; and the Rocky Mount to Bricks Second Mainline reconstruction. The CCX Intermodal Rail Terminal component is subdivided
into two elements; the intermodal terminal facility and the associated lead tracks that will connect the terminal to the Rocky Mount to
Bricks Second Mainline. The Second Mainline consists of the reconstruction of former second mainline track from Milepost Al 17.5
(southern Milepost) to A104.9 (northern Milepost). Initially, the phase 1 facility infrastructure will consist of operational facilities, chassis
parking, seven yard (storage) tracks, and eight processing (loading/unloading) tracks with gantry cranes, with a phase 2 potential to
expand to 13 total yard tracks and possible processing track length extensions. The CCX Intermodal Rail Terminal will consist of two
lead tracks north and south of the facility diverging off the mainline service route into the intermodal rail terminal. The lead tracks will
extend 1.2 miles to the north and 2.3 miles to the south. CSXT plans to restore double track to the mainline service route between
Milepost Al 17.5 to A104.9, within an approximately 158 acre corridor. Two phases of construction will occur in this phase of the project.
19. Project Purpose (Describe the reason or purpose of the project, see instructions)
The purpose of the construction of CCX is to better connect economic centers, relieve highway congestion, and address current and future
regional infrastructure and freight distribution needs through intermodal rail transportation. The intent of the reconstruction efforts, such
as the Second Mainline Improvements, is to increase safety, fluidity of train/freight movement, and system -wide capacity improvement.
Most of the system -wide improvements involve either extending existing siding tracks or connecting existing sidings to obtain the ability
to handle 15,000 feet trains. The CSXT Second Mainline Improvements are part of the ongoing infrastructure upgrades underway
throughout the CSX system. See attached Enviromental Report for additional details.
USE BLOCKS 20-23 IF DREDGED AND/OR FILL MATERIAL IS TO BE DISCHARGED
20. Reason(s) for Discharge
Based on the proposed construction of the CCX and the Second Mainline, permanent impacts to wetlands, streams, open waters, and
riparian buffers will be necessary. The intermodal rail terminal requires a large relatively flat parcel of land to accomodate the lead tracks
entering the facility, support/storage tracks, and working tracks for loading and unloading containers. The intermodal terminal also
includes paved areas for wheeled parking units, stacked units/containers, employee parking, and operations and maintenance buildings.
Impacts to wetlands, streams and open waters are necessary to prepare the site for intermodal terminal construction. Impacts associated
with discharges to wetland and streams will be necessary to restore double track to the mainline service route. Additional information is
included in the attached Environmental Report.

Impacts to waters of the US will be avoided to the maximum extent practicable. Impacts will be minimized by following best
management practices, erosion/sedimentation control plan requirements, NPDES permit compliance, etc. Impacts to waters of the US will
be mitigated through compensatory mitigation (Environmental Report section 6.0 pp. 86-88). The Swift Creek - Permittee Responsible
Mitigation site will provide all the required compensatory mitigation for this project.
