Phone Call Documenting Scope and Anticipated Impacts of Highway
Improvements Associated with construction of the CCX Intermodal Hub
and Terminal
On May 19, 2017, Tim Little and Eddie McFalls discussed the scope and anticipated impacts
associated with the highway improvements that will be constructed in the vicinity of the CCX
Intermodal Hub and Terminal. Eddie noted that CSX's consultant was preparing the
environmental documentation associated with the terminal and double track. CSX's consultant
must provide information to the US Army Corps of Engineers (USACE) about the anticipated
impacts of the highway improvements, as USACE considers the permit for the terminal and
double track. Currently, the Draft State Transportation Improvement Program includes up to $10
million for associated highway improvements. The scope of the highway improvements are
briefly described below:
1. Resurfacing Improvements on NC 4 (North and South) from I-95 to US 301
2. Resurfacing Improvements on Red Oak Battleboro Road from NC 4 to US 301
3. Resurfacing Improvements on Morning Star Church Road from US 301 to Old Battleboro
Road
4. Turn lane and resurfacing on Old Battleboro Road from Morning Star Church Road to
CCX entrance
5. Turn Lane to accommodate traffic moving from Red -Oak Battleboro onto NC 4
6. Shoulder and Resurfacing Improvements to Old Battleboro from CCX entrance to NC 97
(Cool Spring Road)
7. Shoulder and Resurfacing Improvements to Fountain School Road from Old Battleboro
Road to Tanner Road
8. Shoulder and Resurfacing Improvements to Tanner Road from Fountain School Road to
NC 97 (Cool Spring Road)
9. Roundabout at Old Battleboro and Morning Star Church Road
The shoulder improvements listed above are on two-lane secondary roads. The shoulder
improvements will consist of converting approximately 1-2 feet of the existing grassed shoulders

to paved shoulders. No significant additional embankment is anticipated to be constructed to
accommodate the wider paved shoulders.
Tim Little noted the improvements are not currently anticipated to have additional impacts to
jurisdictional waters. Due to the scope and nature of the improvements, if impacts are identified
as designs continue to progress, they are anticipated to be minor and a Minimum Criteria
Checklist would be prepared for the improvements.
