Community Context CSX Intermodal Terminals proposes to construct an intermodal transportation facility in Rocky Mount, NC, on the A- line railroad, a CSX north -south mainline. The proposed Central Carolina Intermodal Facility (CCX) would transfer cargo between trains and trucks, and would serve the eastern North Carolina freight market as well as act as a hub for the railroad's southeast and mid-Atlantic intermodal operations. CSX has projected that the CCX will create 250- 400 short-term construction jobs and 300 long-term positions for operations. Rocky Mount, which spans the border between Nash and Edgecombe Counties, is located in the Inner Coastal Plain region of eastern North Carolina. The CCX project is located entirely within Edgecombe County, with a portion of the Project Boundary falling within the municipal limits of the City of Rocky Mount. The area evaluated in this Community Impact Analysis (CIA) is called the Direct Community Impact Area (DCIA). The DCIA includes the area within the CCX Project Boundary as well as all properties that could be directly affected by the project. It takes into account contiguous neighborhoods with sole access points to roads within the proposed facility. The entire DCIA is within the extraterritorial planning jurisdiction of the City of Rocky Mount. The CCX Project Boundary encompasses land that has been, or is expected to be, purchased by CSX for the intermodal facility and for associated track improvements between E. Battleboro Avenue in the Battleboro Community and just south of Cool Springs Road (SR 1406), as well as for emergency access/maintenance driveways. The project spans an industrial corridor that follows the N. Wesleyan Boulevard (U.S. 301) west of the railroad with the rural area to the east. Most of the DCIA is rural and undeveloped, with farms and low-density residential development the most prominent features. The DCIA also includes a coal-fired power plant adjacent to the northern Project Boundary, as well as a few light industrial businesses and site of a former State women's prison at the south end. According to a Draft Traffic Study prepared for the North Carolina Department of Transportation (NCDOT) Rail Division, the majority of trucks accessing the CCX facility would travel north and south along 1-95. Most trucks would travel between 1-95 and the CCX facility along a route consisting of NC 4, Red Oak Battleboro Road (SR 1524) in Nash County, which becomes Morning Star Church Road (SR 1412) in Edgecombe County, and Old Battleboro Road (SR 1400). Changes to two public roads that cross the project, College Road (SR 1403) and Fountain Park Drive (SR 1441), are being considered by the NCDOT in association with the CCX project. Current CCX plans include maintaining the existing College Road at -grade crossing, but closing the road from just east of the A-line to the southern Project Boundary. NCDOT is also evaluating closing the Fountain Park Drive at -grade crossing. While this CIA report includes some general discussion of the potential changes to roadwork, only the CCX facility community impacts are assessed. Other separate studies will fully evaluate the impacts of associated roadwork. CSX held three public workshops in 2016 to answer questions and provide information about the project to the surrounding community, including citizens of the City of Rocky Mount and Nash and Edgecombe Counties. A fourth public workshop was held in June 2017 and NCDOT staff were on hand to answer questions and obtain public input on proposed associated roadwork. Community Impact Analysis July, 2017 , page 3 Notable Characteristics • Census data does not indicate Limited English Proficiency (LEP) populations meeting the US Department of Justice LEP Safe Harbor threshold or a notable presence within the Demographic Study Area (DSA). The DSA represents all Census Block Groups that overlap with the DCIA and contains the population group for which demographic data has been analyzed. • Approximately 1,438 acres of land in the DCIA are within the Edgecombe County Northwest Voluntary Agricultural District (VAD). • Approximately 572 acres of land within the DCIA are currently, or prior to CSX acquisition were, used for agricultural operations. • The NCDOT Draft 2018-2027 State Transportation Improvement Program (STIP) includes two projects located near the proposed CCX project. STIP U-4762 will widen Springfield Road between US 64 Business and Leggett Road from two lanes to three lanes; construction is scheduled for 2018. STIP U-3330 will widen Wesleyan Boulevard between Benvenue Road to May Drive from a four -lane divided roadway to a six -lane divided roadway; construction is scheduled to begin in 2017. • Four public roads that traverse the Project Boundary cross the A-line: Morning Star Church Road (S.R, 1412) is a two-lane road that crosses over the A-line on a bridge; College Road (SR 1403) is a two-lane road with an at - grade crossing that is protected by gates and signals; Fountain Park Drive (SR 1441) is a two-lane road with an at -grade crossing that is protected by gates, signals and median barriers; Cool Spring Road (SR 1406) is a two- lane road that crosses over the A-line on a bridge. • Four cemeteries and a NC Department of Public Safety Youth Development Center are located within the DCIA. • The project is located in a rural area, mostly removed from residential development; however, a small mobile home community is located adjacent to the southwestern corner of the Project Boundary, on Windwood Lane. • The CCX facility is expected to generate a relatively large amount of truck and other vehicular traffic throughout the day. Projections for 2040 are 256 A.M. peak hour trips (128 entering, 128 exiting), and 250 peak hour trips (125 entering, 125 exiting), which includes trucks and employee trips. Trucks and employees will access the CCX facility via the proposed facility entrance on Old Battleboro Road, which is at the north end of the project. • Census data indicates a notable presence of minority and low-income populations meeting the criteria for Environmental Justice (EJ) within the DSA, and minority and low-income communities were observed within the DCIA during the field visit and were noted by the local planner. Four EJ communities were observed within the DCIA during the field visit. Country Estates Mobile Home Park, Inlet Lane Mobile Home Park, and Holiday Estates Mobile Home Park are EJ communities located east of the Project Boundary along Old Battleboro Road. A fourth EJ population is located in a mobile home community along Windwood Lane off of College Road, adjacent to the Project Boundary. Potential Project Impacts • Approximately 446 acres of land within the Project Boundary are part of the Northwest VAD, and would be converted to a non-agricultural use by the CCX project. • Approximately 338 acres of agricultural land within the CCX Project Boundary have been purchased, or are expected to be purchased, by CSX for the CCX project, and would therefore be taken out of agricultural production. The project is not expected to have an impact on development of adjacent farmland. The projected increase in truck traffic may impact the occasional and seasonal movement of farm equipment on public roads for neighboring farms. • The Draft Traffic Study prepared for the NCDOT Rail Division found that the nearby STIP projects are not anticipated to have any significant bearing on traffic related to the CCX project. • Current CCX plans include closure of College Road but providing for access to the Marks Chapel Cemetery and Battle -Powell -Jones Cemetery (unmarked) to the south, while maintaining the existing gated crossing. NCDOT is currently evaluating closing the Fountain Park Drive at -grade crossing. Other studies will fully evaluate the impacts of the proposed closure of the Fountain Park Drive closure and all other associated roadwork proposed for public roads. • The project has the potential to impact the Battleboro Cemetery due to proposed grading for track work adjacent to the cemetery, however a retaining wall is proposed at this location to minimize impacts. The project will have no direct impact on the Battle -Powell -Jones cemetery. While the larger parcel that contains the Battle -Powell -Jones cemetery is within the Project Boundary, the cemetery itself is proposed to be preserved by CSX. July, 2017 . page 4 • Thirteen households and one business have been (or likely will be) relocated as a result of property acquisition for this project. • The majority of trucks accessing the CCX facility would travel between 1-95 and the CCX facility along a route consisting of NC 4, Red Oak Battleboro Road (SR 1524) in Nash County, which becomes Morning Star Church Road (SR 1412) in Edgecombe County, and Old Battleboro Road (SR 1400). This route avoids the residential neighborhoods in the DCIA which are located to the south; thus, impacts from increased truck traffic to these communities would be minimized. • While minority and low-income populations are present in the DCIA, no notably adverse community impacts are anticipated with this project; thus, impacts to minority and low-income populations do not appear to be disproportionately high and adverse. Benefits and burdens resulting from the project are anticipated to be equitably distributed throughout the community. No disparate impacts are anticipated under Title VI and related statutes. Findings and Recommendations • The Edgecombe County VAD ordinance requires that a public hearing be held prior to any action to condemn VAD properties. However, because no state or local public agency or governmental unit is expected to initiate action to condem property for the project, the public hearing requirement does not apply. • It is recommended that CSX request NCDOT to evaluate the need for NCDOT to post farm equipment signs along adjacent state -maintained roads. • It is recommended that permanent access to Marks Chapel Cemetery and Battle -Powell -Jones Cemetery be maintained. • It is recommended that the project avoid construction impacts to the Battleboro Cemetery. Indirect and Cumulative Effects Statement Assessment of indirect and cumulative effects (ICE) of the project is being completed separately from this CIA. July, 2017 , page 9 Unincorporated areas of Edgecombe County are divided into five large Voluntary Agricultural Districts (VAD). Land within the DCIA that is outside the municipal limits of the City of Rocky Mount is part of the Edgecombe County Northwest VAD. Approximately 1,438 acres of the DCIA are within the Northwest VAD. The Edgecombe County Voluntary Agricultural District and Enhanced Voluntary Agricultural District Ordinance was created to promote agricultural values and the general welfare of the county and more specifically, increase identity and pride in the agricultural community and its way of life; encourage the economic and financial health of agriculture, horticulture and forestry; and increase protection from non-farm development and other negative impacts on properly managed farms. Impacts ® YES ❑ NO Approximately 446 acres of land within the Project Boundary are part of the Northwest VAD, and would be converted to a non-agricultural use by the CCX project. Recommendation Article XII of the Edgecombe County Voluntary Agricultural District and Enhanced Voluntary Agricultural District Ordinance provides that no state or local public agency or governmental unit may formally initiate any action to condemn any interest in qualifying farmland within a District until such agency or unit has requested the Advisory Board to hold a public hearing on the proposed condemnation. Because no state or local public agency or governmental unit is expected to initiate action to condem property for the project, Article XII does not apply. AGRICULTURAL RESOURCES AND ACTIVITY Presence ® YES ❑ NO i Are there any active agricultural operations located in the Direct Community Impact Area? The CCX project is located in an agricultural area, with active farm operations located throughout the DCIA. Based on aerial photography and field visit observation, approximately 572 acres of land within the DCIA are currently, or prior to CSX acquisition were used for agricultural operations. The City of Rocky Mount Planning Director reported that the CCX project would not likely have an impact on development of the adjacent farm land. The increased truck traffic that is anticipated as part of the CCX project may have an impact on the occasional and seasonal movement of farm equipment on public roads for neighboring farms located within the DCIA, particularly along Old Battleboro Road between the CCX entrance at the north end of the project and Red Oak Battleboro Road where most of the trucks will travel. Recommendation It is recommended that CSX request that NCDOT evaluate the need for NCDOT to post farm equipment signs along adjacent state -maintained roads to alert drivers to farming operations in the area. CSX CENTRAL CAROLINA INTERMODAL FACILITY Edgecombe County . Community Impact Analysis . July, 2017 . page 10 BICYCLE, PEDESTRIAN, AND/OR GREENWAY FACILITIES AND ACTIVE TRANSPORTATION ® YES ❑ NO Presence Are there existing bicycle, pedestrian, greenway or other active transport facilities located in the Direct Community Impact Area? Are there future plans for bicycle. pedestrian, greenway or active transport facilities to be located in the Direct Community Impact Area? The project is located in a rural area, where there are no existing pedestrian or separate bicycle facilities. The Rocky Mounty MPO Comprehensive Transportation Plan (CTP) includes recommendations for sidewalks along portions of the following roads within the DCIA: College Road, Fountain Park Drive, Fountain School Road, Tanner Road and Cool Spring Road. The CTP Bicycle Map categorizes the following roads within the DCIA as on -road bicycle facilities in need of improvement: College Road, Fountain Park Drive, Fountain School Road, Tanner Road, Old Battleboro Road, and Cool Spring Road. There are no known plans for greenways within the DCIA. The City of Rocky Mount's Tar River Transit operates a fixed -route bus system and several other programs focused on serving surrounding rural areas in Nash and Edgecombe Counties. The Battleboro/Goldrock bus route connects the communities of Goldrock and Battleboro with Rocky Mount. Route 9 buses operate on Cool Spring Road, which crosses over the CSX A-line on an existing bridge at the south end of the DCIA. During the field visit, a Tar River Transit van was observed travelling along Old Battleboro Road along the DCIA border. July, 2017 . page 11 LOCAL AREA PLANS, GOALS, AND DEVELOPMENT ACTIVITY ® YES ❑ NO Presence Are tnere any local area plans, goals, or zoning initiatives specifically affecting the Direct Community Impact Area (e.g. comprehensive plan; corridor or thoroughfare plan; small area plan; long-range growth plan; health impact assessment; etc.)? Has recent development activity occurred in the Direct Community Impact Area and/or are there known plans for public or private development activity in the Direct Community Impact Area? Land within the DCIA is primarily zoned for heavy industrial and agricultural use, although the area also includes a low density residential development zoning district and approximately 100 acres zoned for manufactured home parks. The Rocky Mount Planning Director reported that the proposed CCX project would fit with the City's 2003 Comprehensive Plan, and noted that there are no other plans (e.g., small area plans) that affect the project area. Although no formal site plans have yet been submitted to the City, it is not expected that the project would require re -zoning. The City Council recently adopted a text amendment to the Land Development Code to allow industrial uses in agricultural zoning districts, which would allow operation of an intermodal facility. Public water and sewer are available, but the lines have not been extended throughout the entire DCIA. Approval of the CCX project would require that water and sewer lines be extended, which means that the area within the Project Boundary that is outside the municipal limits of the City would have to be annexed. Carolinas Gateway is a public/private industrial recruitment agency that markets the area for industrial development. However, there are currently no known plans for other private development in the vicinity of the project. Belmont Lake Preserve is a Planned Unit Development located west of the project next to North Carolina Wesleyan College. This is the only large development that has occurred near the proposed project in the last ten years. Four public roads cross the A-line and the Project Boundary and are described below, listed from north to south: Morning Star Church Road (SR 1412) is a two-lane road that crosses over the A-line on a bridge; it intersects NC 4 to provide a connection between eastern Edgecombe County and 1-95. College Road (SR 1403) is a two-lane road approximately 1-1/2 miles long that connects U.S. 301 to Fountain School Road; the at -grade crossing is protected by gates and signals. Fountain Park Drive (SR 1441) is a two-lane road that connects the Thomas A. Betts Parkway located west of the project to Old Battleboro Road via Fountain School Road located east of the project; the at -grade crossing is protected by gates, signals, and median barriers. Cool Spring Road (SR 1406) is a two-lane road that crosses over the A-line on a bridge to provide a connection between N. Wesleyan Boulevard (U.S. 301) and N. Church Street (U.S. 301 Business), and eastern Edgecombe County. CSX CENTRAL CAROLINA INTERMODAL FACILITY Edgecombe County . Community Impact Analysis . July, 2017 . page 12 Impacts ® YES Is project likely to result in access or accessibility impacts to driveways and cross streets? ❑ NO AMEC reported that current CCX plans include coordination with NCDOT to close College Road from just east of the A-line to the southern Project Boundary, while maintaining the existing gated crossing. A new road would be constructed either by NCDOT or CSX on the east side of the A-line to provide access to Marks Chapel Cemetery and Battle -Powell -Jones Cemetery (unmarked) that are located to the south. The new road would tie to College Road just east of the A-line, and dead end near the Battle -Powell -Jones Cemetery. College Road would remain open between Fountain School Road and the southern Project Boundary to provide continued access to adjacent properties. The project may have a temporary impact on access to Marks Chapel Cemetery and Battle - Powell -Jones Cemetery (unmarked) during construction. However, if the CCX project includes construction of a new road east of and parallel to the A-line that would tie to College Road, and the College Road crossing is maintained, permanent access to the Marks Chapel Cemetery and Battle -Powell -Jones Cemetery (unmarked) would be maintained. Property owners along College Road south of the Project Boundary would retain existing driveway access. The project would have an impact on accessibility, in that travelers would no longer be able to reach the College Road railroad crossing from the south. NCDOT is currently evaluating closing the Fountain Park Drive at -grade crossing. Other studies will fully evaluate the impacts of the proposed closure of the Fountain Park Drive closure and all other associated roadwork proposed for public roads. CSX held a public meeting in June 2017 to provide information about the project and NCDOT staff were on hand to obtain public input on the proposed crossing closure at Fountain Park Drive and other associated roadwork, including proposed changes to College Road. AMEC reported that that no negative comments were received by CSX or NCDOT about the proposed closure of the Fountain Park Drive railroad crossing. Recommendation ® YES It is recommended that permanent access to Marks Chapel Cemetery and Battle -Powell -Jones ❑ NO Cemetery be maintained. BUSINESS AND ECONOMIC RESOURCES AND TRANSPORTATION ACTIVITY ® YES ❑ NO Presence Are any specific business and/or economic resources present in the Direct Community Impact Area (e.g. business parks or districts, distribution centers, manufacturing facilities, etc.)? Is there any documented activity related to goods movement in the Direct Community Impact Area (e.g. tractor- trailers, or industrial traffic)? Several businesses are located in the DCIA, including the Segar Fence Company, and there are also many businesses located near the project west of the railroad tracks, outside the DCIA. These include distribution centers, manufacturing facilities, and other light industries. Impacts ❑ YES Is the project likely to result in impacts to business and economic resources? ED NO CSX reported that the project will result in the relocation of one business, the Segar Fence Company. The property for the business was acquired through a negotiated real estate transaction, which presumably provides adequate compensation for relocation costs for the business. The City of Rocky Mount Planning Director anticipates that the project will not have an impact on other businesses in the surrounding area. The impact for employees at Pfizer, one of the largest employers in the area and other employers along N. Wesleyan Boulevard would likely be minor, even if the at -grade crossings in the project area were to be closed. Note that further assessment of socioeconomic effects of the project is being completed separately from this CIA. CSX CENTRAL CAROLINA INTERMODAL FACILITY Edgecombe County . Battleboro Cemetery, which is owned and operated by the City of Rocky Mount, is located in the DCIA on Cemetery Drive at the north end of the project. First Missionary Baptist Church Cemetery is located on Old Battleboro Road in the DCIA. Marks Chapel Cemetery is located in the DCIA near the north end of College Road, adjacent to the A-line ROW. Parcel data indicates that the cemetery is owned by Marks Chapel Baptist Church, which has a predominantly minority congregation. A 1924 Rosenwald School, one of nearly 5,000 schools for black children built by Julius Rosenwald in the early twentieth century, was once located at the south end of the cemetery property. Access to the cemetery from College Road appears to be via a dirt road on the adjacent parcel. Battle -Powell -Jones Cemetery is an unmarked cemetery located at the south end of the DCIA within a larger parcel. A driveway for the larger parcel that connects to College Road provides access to the cemetery. Edgecombe Youth Development Center (YDC), a NC Department of Public Safety facility, is located along Tanner Road in the DCIA. The YDC is a self-contained secure residential complex that provides mentoring, education and therapeutic treatment to prepare youth to successfully transition to a community setting. According to the Rocky Mount Planning Director, the YDC does not generate a notable level of visitor traffic. CSX CENTRAL CAROLINA INTERMODAL FACILITY Edgecombe County . Community Impact Analysis . July, 2017 . page 14 Impacts Is the project likely to impact identified community resources. either directly or by affecting user access? The project has the potential to impact the Battleboro Cemetery due to proposed grading for track work adjacent to the cemetery. AMEC reported that construction of a retaining wall is planned at this location to keep project construction from impacting the property. If final designs include a retaining wall to limit construction impacts, no impacts to the cemetery are anticipated. The CCX project will not directly impact the Marks Chapel Cemetery parcel, which is excluded from the Project Boundary. The project will have no direct impact on the Battle -Powell -Jones cemetery. While the larger parcel that contains the cemetery is within the Project Boundary, the cemetery itself is proposed to be preserved by CSX. Note that current CCX plans include maintaining access to the two cemeteries as described earlier in this report, under Driveways and Cross Streets. Recommendation It is recommended that the project avoid construction impacts to the Battleboro Cemetery. CSX held three public workshops in 2016 as a way to answer questions and provide information about the project to the surrounding community, including citizens of the City of Rocky Mount and Nash and Edgecombe Counties. CSX employees were on hand to discuss the project and answer questions about the project including: how the site was selected; benefits to the local economy and job creation; project timeline; environmental impacts including emissions, noise and light impacts; traffic impacts and potential road closures; and terminal operations. Participants were invited to follow the progress of the project via the project website www.csx.com/carolinaintermodal and submit questions and comments via ccxintermodal(o)gmail.com. CSX held a fourth public workshop in June 2017, at the Imperial Center for the Arts, in Rocky Mount, NC. CSX staff were on hand to answer questions about the project. In addition, NCDOT staff were on hand to answer questions about potential associated road closures. Approximately 300 people attended the meeting, including several City of Rocky Mount and Edgecombe County staff members. AMEC reported that the community supports the project, noting that the public workshops have been widely attended, and the majority of the comments have been positive and in support of the project. Impacts Is the project likely to be incompatible with or not address community concerns? The negotiated real estate transactions included allowances for a negotiated number of months to allow time for relocation. The relocation of households will have some level of impact on the relocatees, but presumably the negotiated real estate transactions have provided satisfactory compensation. Due to the low-density development in this rural area, the impacts on the surrounding area related to residential relocations are not anticipated to be notable. The CCX facility is expected to generate a relatively large amount of truck traffic throughout the day. Based on projections included in the Draft CSX Traffic Study Memo, in the year 2040 the project will generate 256 A.M. peak hour trips (128 entering, 128 exiting), and 250 peak hour trips (125 entering, 125 exiting) which includes trucks and employee trips. Trucks and employees will access the CCX facility via the proposed facility entrance on Old Battleboro Road, which is at the north end of the project. The traffic study assumes that employees will travel to the facility via various routes throughout the surrounding road network. The majority of trucks accessing the CCX facility would travel between 1-95 and the CCX facility along a route consisting of NC 4, Red Oak Battleboro Road (SR 1524) in Nash County, which becomes Morning Star Church Road (SR 1412) in Edgecombe County, and Old Battleboro Road (SR 1400). This route avoids the residential neighborhoods in the DCIA, which are located to the south; thus, impacts from increased truck traffic to these communities would be minimized. AMEC reported that the noise and vibration analysis that was completed by Gannett Fleming in July 2017, addresses noise impacts from the additional truck traffic that would be associated with the project. The percentage of the population in CT 206, BG 1 that falls within the Near Poor category is 21.8%, compared to 16.1 % of the population of Edgecombe County as a whole. Four EJ communities were observed within the DCIA during the field visit. Country Estates Mobile Home Park, Inlet Lane Mobile Home Park, and Holiday Estates Mobile Home Park are located east of the Project Boundary along Old Battleboro Road. Based on field visit observations, these are home to low- income populations. A fourth mobile home community is located along Windwood Lane off of College Road, adjacent to the Project Boundary.
