Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Rocky Mount site is approximately 829 acres and is located along the boundary line between Edgecombe and Nash Counties and wholly within Edgecombe County north of the city of Rocky Mount, northeast of the intersection of US -64 and 1-95. The site primarily consists of agricultural land with residential and commercial buildings and woodlands dispersed throughout. College Road, a NCDOT secondary road, bisects the site in the southern portion of the site. Beech Branch, unnamed tributaries and associated wetlands, agricultural/recreational ponds, and agricultural ditches are also present within the site. Two cemeteries and a telecommunications tower are present on the site. 3b. Attach an 8'/2 x 11 excerpt from the most recent version of the USGS topographic map indicating the location of the site. The CCX Intermodal Site On -Site Determination Letter (dated December 7, 2016) and the CSX On -Site Determination Letter (Dated May 31, 2017) include the USGS topographic maps indicating the location of the project site. 3c. Explain the purpose of the proposed project: The Proposed Action is comprised of two components representing two different types of railroad infrastructure: the Carolina Connector Intermodal Rail Terminal; and the Rocky Mount to Bricks Second Mainline reconstruction. 3f. Describe the overall project in detail, including the type of equipment to be used: The Proposed Action is comprised of two components representing two different types of railroad infrastructure: the Carolina Connector Intermodal Rail Terminal; and the Second Mainline Improvements. The Carolina Connector Intermodal Rail Terminal component is subdivided into two elements; the intermodal terminal facility and the associated lead tracks that will connect the terminal to the Second Mainline Improvements. The Second Mainline Improvements consists of the reconstruction of former second mainline track from Milepost A117.5 (southern Milepost) to A104.9 (northern Milepost). Initially, the phase 1 facility infrastructure will consist of operational facilities, chassis parking, seven yard (storage) tracks, and eight processing (loading/unloading) tracks with gantry cranes, with a phase 2 potential to expand to 13 total yard tracks and possible processing track length extensions. The Carolina Connector Intermodal Rail Terminal will consist of two lead tracks north and south of the facility diverging off the mainline service route into the intermodal rail terminal. The lead tracks will extend 1.2 miles to the north and 2.3 miles to the south. CSXT plans to restore double track to the mainline service route between Milepost A117.5 to A104.9, within an approximately 158 acre corridor. Two phases of construction will occur in this phase of the project. Typical construction equipment that may be used includes bulldozers, wheeled and tracked excavators, and dump trucks. Wet Detention Ponds level spreaders include Ponds 1, 4, 5 and 6. The level spreaders are sized to go above and beyond the minimum requirement of 10 feet of width for every cfs. High flow bypasses are included to safely control and direct high flows from the ponds and release them in ways that are not harmful to the adjacent land and minimize buffer/wetland disturbance. In most cases, this means that high flows are release from the pond's riser either directly to the new stormwater piping for the project or to riprap protected areas at the ends of site culverts. Each stream that is checked "Not Subject" has been determined to not be at least intermittent or not present on the property. Streams that are checked "Subject" have been located on the property and possess characteristics that qualify them to be at least intermittent streams. There may be other streams or features located on the property that do not appear on the maps referenced above but may be considered jurisdictional according to the US Army Corps of Engineers and subject to the Clean Water Act. This on-site determination shall expire five (5) years from the date of this letter. Landowners or affected parties that dispute a determination made by the DWR may request a determination by the Director. An appeal request must be made within sixty (60) calendar days of date of this letter to the Director in writing.
