JAY ZIMMERMAN Director Water Resources Environmental Quality August 3, 2017 DWR #2017-0905 Alamance County 1-40 Drive In, LLC Attn: Chuck Talley PO Box 872 Graham NC 27253-0872 Subject: REQUEST FOR ADDITIONAL INFORMATION Graham Drive In Dear Mr. Talley: On July 24, 2017, the Division of Water Resources — Water Quality Programs (Division) received your application dated July 19, 2017, requesting a 401 Water Quality Certification from the Division for your project. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Please re -submit your site plans at a scale of no smaller than 1"=50' with topographic contours shown. Please ensure that all streams, wetlands and buffers are clearly shown on the plan sheets. [15A NCAC 02H .0502(b)] 2. As indicated under Item C.3.g (Page 13) of the USACE PCN Complete Help File "The stream impact length should be measured along the centerline of the stream. When proposing a culvert, the impact length is generally greater than the length of the culvert and associated dissipater since the existing stream usually has some sinuosity (curvature)." Please verify or correct the stream impact length as indicated on the PCN form. Please provide updated drawings and application materials (including Table of Impacts in the PCN form) that properly show the length of impacts to the jurisdictional stream. [15A NCAC 02H .0502(b)] 3. Please provide a detailed engineering plan, profile view, and cross-section of all proposed culverts. These drawings must include details regarding stream alignment in relation to pipe alignment, pipe slope, pipe burial, and dissipater pad. Please note that all culverts must be placed below the elevation of the stream bed by one foot for all culverts with a diameter greater than 48 inches and 20 percent of the culvert diameter for culverts having a diameter less than 48 inches." b. Please clarify whether the Division of Energy, Mineral and Land Resources will require riprap within any stream channels or wetlands as part of the Erosion & Sedimentation Control Plan approval. If riprap is required, please enumerate and clearly label the temporary and permanent impacts on the site plan. Riprap must be located below the stream bed elevation. [15A NCAC 02H .0506(f) and (g)] c. Please note that all work must be done "in the dry". Therefore, dewatering methods will be necessary to temporarily dewater the stream channel during pipe installation. Please provide a construction sequence that details the method of dewatering to be utilized at the site and the sequence of construction events to be followed to ensure compliance with this condition. In addition, please ensure that the location of the temporary impacts are shown on the construction drawings and clearly indicated in the revised impact table. [15A NCAC 02H .0502(b)(3)] 4. Please provide a Jordan Lake Buffer Authorization from the local delegated municipality to document that impacts to the protected riparian buffer are in accordance with the approved local ordinances. [15A NCAC 02B .0267(7)(b) or (c)] Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please respond within 30 calendar days of receipt of this letter by submitting all of the above requested information through this link: https://edocs.deg.nc.gov/Forms/Supplemental- Information-Form. Please note that the DWR# that is requested on the link is referenced above.
