Most of the site has been delineated by myself. Based on my current delineations, the diamond option should only have one perennial stream crossing (rough estimate 120 ft) plus buffers and no wetland impacts. The DDI option currently would impact an additional 0.02 ac wetland along a current powerline easement. Both wetland and stream would rate as low quality I believe. None of the options have any impacts to Swift Creek. This project should easily fall within a NWP14or23. They came up with these N seven alternatives that will move the impacts from the northwest quadrant to the southwest quadrant of the interchange. A final decision has not been made but I think we are leaning toward the diamond interchange with the two roundabouts. In short, I explained the challenges with the existing interchange in regards to bridge condition, ability to accommodate future widening, and dated geometry of its loops and ramps. The proposed project will not only bring the bridge and interchange to current standards, it will also provide overdue traffic solutions for the existing businesses in the area. Those businesses include, but not limited to, a rock quarry, hotels, and distribution/manufacturing industries. The project will be led out of NCDOT's Division Four Office. Tim Little, Division Four Engineer, or Chad Coggins, Division Four's Environmental Supervisor, can answer any questions in regards to the project schedule and progress. I have asked Jamie Shern, NCDOT's Environmental Advisory, to follow up with your team to see if this is adequate information or if I need to provide further details in regards to this project. CLASSIFICATION: UNCLASSIFIED B-5980 — Exit 145 - 1-95 and NC 4 Interchange at Gold Rock While the benefit of these bridge replacements and interchange improvements have been considered in the context of the CSX CCX Intermodal Rail Terminal, they are not essential to the successful operation of the proposed rail facility. The following information is provided to document the plan for interchange improvements as identified in the 1-95 Planning and Finance Study (T.I.P. Project 1-5133) in January 2012, before the consideration of the rail project. Project 1-5133) January 2012 Environmental Assessment u In the 9/30/2016 Structure Safety Report, Nash County Bridge #203 (B-5980) is listed in poor condition and is identified as "Structurally Deficient". Bridges are classified as "Structurally Deficient" if the bridge has wear conditions or flaws that have led to a major defect in a support structure or a deteriorating deck. The fact that a bridge is structurally deficient does not imply that it is unsafe. A structurally deficient bridge typically needs maintenance and repair and eventual rehabilitation or replacement to address deficiencies. The current condition of Nash Bridge 203 is described by the photographs and notes included below. The degraded nature of the existing bridge has sometimes required the rerouting of traffic from the nearby quarry. Benefits will be realized for the existing quarry facility, and future industrial facilities and travelers that rely on trucking. However, these improvements are not directly related to the railyard.
