Dear Ms. Higgins,
On behalf of Honeywell International, we are applying for a Neuse River Buffer Authorization associated
with a soil remediation project. The proposed project will result in impacts to the riparian buffer
associated with a proposed soil excavation and replacement. The subject property is located at the
intersection of Holloway Street and Calvin Street in Durham, NC. The project lies within the Neuse River
Basin. The following attachments are included as part of the permit application:

Project Location:The subject property(PIN: 0831-10-47-1187) is located near the intersection of
Holloway Street and Calvin Street within the City of Durham, and within the Neuse River Basin. The
subject property is 2.21 acres, and is currently owned by Yarboro & Hessee Warehouses, LLC(Figure 1-
1).
Proposed Project:The proposed project includes the excavation and removal of approximately 1,000
cubic yards of contaminated soil, and backfilling excavated area with imported soil fill.
Proposed Impacts:The proposed excavation will necessitate Neuse Buffer impacts to Zones 1 and 2.
The Zone 1 buffer impacts will total 2,601 sf(0.060 acres), and the Zone 2 buffer impacts will total 1,269
sf(0.291 acres)for the soil remediation project. Traditional equipment will be used consisting of front
end loaders, bulldozers,earth movers, and excavators.

Avoidance and Minimization: Impacts to jurisdictional streams and wetlands have been entirely avoided
for Honeywell; however,due to the required soil remediation area,there are proposed buffer impacts.
Diffuse Flow: Since the proposed project is located within the Neuse River Basin, it is subject to diffuse
flow requirements. This project involves removal of contaminated soils and backfill to original grades.
We do not propose changing grades to concentrate flow during this project. There is an existing catch
basin that collects stormwater upland of the excavation area. During construction, a vacuum truck will
be on-site to remove any fluids accumulated in the excavation.

Impacts to jurisdictional wetlands and streams have been completely avoided while impacts to riparian buffers
will be minimized to the maximum extent practicable.

techniques. Proper sedimentation and erosion control measures will be utilized during construction as
described in the Soil Erosion&Sedimentation Plan. Contaminated water will be collected and treated off-site.

E. Diffuse Flow Plan
All buffer impacts and high ground impacts require diffuse flow or other form of El Diffuse flow
stormwater treatment. Include a plan that fully documents how diffuse flow will be ® ether BMP

If due to site constraints, a BMP other than a level spreader is proposed, please provide a
plan for stormwater treatment as outlined in Chapter 8 of the NC C Stormwater BMP

We do not propose changing grades to concentrate flow during this project.
