Background and Summary On November 10, 2016, Duke Energy Carolinas, LLC ("DEC") and the North Carolina Environmental Management Commission entered into Special Order by Consent — EMC SOC WQ S16-005 ("SOC") applicable to the Riverbend Steam Station ("Riverbend"). This report is submitted in accordance with paragraph 2.d of the SOC. In compliance with Section 2. d. this report summarizes the work and activities undertaken with respect to closure of coal ash surface impoundments at Riverbend, including a status update for necessary pert -nits The quarterly reports are due no later than the last day of January, April, July, and October for the duration of the SOC. A. Riverbend Steam Station Closure Summary Riverbend is located off of Horseshoe Bend Beach Road near the town of Mt Holly in Gaston County, North Carolina, on the south bank of the Catawba River. The site contains two ash basins, as well as the Dry Ash Stack and the Cinder Pit. As of April 2013, all of the coal- fired electric generation units were retired. The North Carolina Coal Ash Management Act of 2014 ("CAMA") requires that ash from the Riverbend Plant's ash basins be excavated and relocated to a lined facility with the ash basins closed by August 1, 2019. The initial excavation plan was submitted to NCDEQ on November 13, 2014, detailing the first 12 — 18 months of projected ash basin excavation activities An updated plan that highlighted the completed milestones and provided the status of necessary permits was submitted to NCDEQ on December 21, 2016. As of July 2, 2017, the Riverbend site has transported 2,416,323 tons of ash from the station, representing 46.4% of the total. A total of 866,695 tons of ash have been excavated from the Primary Basin at the Riverbend site thus far in 2017. The Sutton Steam Station excavation project finished all rail operations on June, 27 2017, which is allowing more trains to be allocated to Riverbend. This could have a positive impact oil excavation rates. Bulk dewatering of the Secondary Ash Basin was completed in January 2017 and Interstitial dewatering began in February 2017. All dewatering flows are being treated by the on- site Wastewater Treatment facility prior to being discharged in accordance with NPDES permit NC0004961. Excavation and decommissioning of the Intermediate Dam (GASTO-099) began on February 9, 2017 and was completed on March 9, 2017. NCDEQ inspected and issued an approval letter on May 3, 2017. At present, Riverbend is not considered at risk for excavation completion in the required timeframe The Riverbend site is on track to comply with the Coal Ash Management Act of 2014 ("CAMA") deadline of complete excavation of the ash basins by August 1, 2019, with an expected completion date of March 3, 2019. This soil requires removal in order to excavate the ash below. Transportation and excavation Dam Safety activities must not impact a urisdictional dam or dike. Excavation activities are Primary and Secondary initially staying 50 feet away Dam Decommissioning January 1, 2018 (T) from the jurisdictional dike. Removing ash from the Request Approval Primary and Secondary Ash Basins will have to be reviewed with Dam Safety.
