Let this letter serve as a formal request to permanently rescind NPDES permit NCO089371 used for
the Lynx Blueline Extension construction This permit has been inactive since April 22, 2016 since no
construction/groundwater treatment had been occurring The City of Charlotte/CATS placed the permit on
inactive status with State approval but did not rescind, in the event construction was needed with dewatering
at any time The inactive status allowed for no need to submit monthly "no flow" DMR reports
The current NPDES permit was in effect until June 30, 2017 Please rescind the permit effective
