The primary purpose of these visits is to identify any red flags regarding the project as a whole or certain parts (as occurred with the South Fork reach of Heron). Final agreement on all approaches and ratios are at the mitigation plan review stage. The IRT realizes that the provider needs some idea of an approach so they can do financial planning, however, realize the IRT cannot give final approval until more information is presented. 2. In general, DWR believes that the field notes from the site visit capture what was discussed. 3. DWR would like to emphasize several points: a. Reaches UT3, UT5 and UT7 all will need gauges to show that these tributaries will have flow. DWR believes that the restoration approach is fine, however, there will be a risk in losing flow if the channel is raised. b. DWR believes that extending the restoration upstream (for UT8) into the preservation may be an option, however, the IRT will need more information to make the final call. c. The downstream reach of UT8, as I recall, was not a lock for a 2.5:1 for Ell. As I recall walking that reach I did not notice evidence of cattle in the stream, so as I recall, extending the buffer and exotic veg treatment (as well as proposed cattle removal) were the primary methods supporting Ell. The lower portion of UT8 looked similar to South Fork in my opinion and will have to check with other IRT members. Thanks for sending out the notes.
