On Tuesday July 25, 2017, representatives of the Interagency Review Team (IRT) met with
representatives from North Carolina Division of Mitigation Services (NCDMS), Restoration
Systems (RS), and Axiom Environmental (AXE) at the Major Hill Stream and Wetland
Mitigation Site to review proposed site mitigation features and approaches. Below is a summary
of what was discussed onsite and how those comments will be addressed as the mitigation plan
moves forward. This proposal will be further refined in the development of the mitigation plan

UTI:
There was a discussion about dam removal for stream restoration credit. The IRT would
like to see as much of the dam removed as possible. In addition, ponds with cattle access
may require sediment removed from the pond bed. The goal for dam removal should
include channel connectivity to a wide floodplain. The IRT also requested proactive
channel design and construction occur within the abandoned pond bed and to not rely on
passive channel formation. RS and AXE will take these comments into consideration
during the design phase of the project, and the upper portion of UT 1 is proposed for
restoration.
There was a discussion about functional uplift within the lower portion of UT 1 given the
condition of the stream and the bedrock substrate. It was determined that the understory
was impacted by cattle (hoof sheer, etc.) which does warrant the enhancement (level lI)
approach at a 2.5:1 mitigation ratio.
Given that cattle removal will be the main argument for enhancement (level II), it was
suggested that water quality monitoring and benthic sampling may provide good
information on the uplift occurring in the enhancement (level II) reaches. These

comments will be considered when developing a pre- and post -construction monitoring
plan.

parties for this reach.

IRT suggested high-quality crossings at all crossings as well as a high quality fence and
serious discussion with the landowner about the penalty for livestock encroachment in the
easement. It was also suggested that water quality monitoring and benthic sampling may
provide good information on the uplift occurring in the enhancement (level II) reaches.
This will be considered when developing a pre- and post -construction monitoring plan.
All remnant fencing will be removed within the easement
Invasive vegetation will be treated.
Wetland Restoration/Enhancement:
• All proposed wetland approaches were agreed upon by the IRT.
