The archaeological Area of Potential Effects (APE) encompasses the 3,162 ft project length and a IOOft wide corridor encapsulating the existing 60ft wide right-of-way. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined.• � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. ❑ Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. � All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. (Attach any notes or documents as needec� "NO NAT/ONAL REGISTER ELIGIBLE OR LlSTED ARCHAEOLOGICAL SITES PRESENT OR AFFECTED form for Mirta• Trnnsportnlion Projects as Qrmlified ii� t/�e 2007 Progrmmm�tic Ag•een�ent. 1 of 3 14-10-0010 Brief description of review activities, results of review, and conclusions: A map review and site file search conducted at the Office of State Archaeology (OSA) on Monday, October 13, 2014 demonstrated that three prehistoric archaeological sites (316W184 -186) are located directly adjacent to the SR1945 ROW, and one prehistoric site (31BW187) appears to be within the project's APE. In addition, five other prehistoric sites (316W188-192) are located a very short distance to the east on the same small peninsula. Each of these resources were characterized by unknown ceramic components, cultural shell scatters, or the site form contained only locational information and no cultural data. All nine prehistoric sites remain unassessed for National Register of Historic Places eligibility. An archaeological survey of the APE was therefore recommended prior to any construction activities. This work seeked to determine if any ofthe previously documented archaeological sites are relegated within the boundaries of the proposed area of impact. An on-ground investigation of the APE was conducted on Friday, January 21, 2014. First, a walk-over of all APE ground surfaces was completed. This served to identify any above-ground archaeological or historical remains, and to determine the location and extent of subsurface investigation necessaryfor project compliance. The entire project study area was photographed and descriptive notes were taken at this time. In addition, flagging tape was tied at 100ft intervals to denote the location of survey transect shovel test pits. As expected, the SR1945 right-of- way is characterized by a relatively wide, cut corridor exhibiting deeply incised ditch-lines along the higher elevation portions. Two broad marshlands were encountered along the transect. The first began at the project starting point at the Pigott Rd intersection and continued for 400ft southward. The second was situated roughly mid-way through the APE corridor between upland landforms and extended for about 300ft. No shovel testing was conducted in these hydric locations. Development was consolidated to the project ending point and was typified by residential homes with landscaped and altered front lawns. Because the project is state-funded, the archaeological investigation included survey of both the federal permit area and the location of previously recorded recorded archaeological resources (316W184 —187). A single transect was established roughly 50ft from the project center-line along the western side of the road (location of sites). Shovel test pits were spaced at 100ft intervals, measured 30cm - 40cm in diameter, and were numbered sequentially north to south. Radial shovel test pits were excavated at 50ft intervals to define site boundaries. In total, twenty-eight shovel test pits and seven radial test pits were excavated. For the most part, each subsurface soil profile could be grouped into one of two categories: upland soil profiles and hydric soil profiles. The upland variety was encountered in the vicinity of 31BW184 and no where else along the project corridor. A typical subsurface profile consisted of a first soil stratum of 10YR5/2 gray sand to 20cmbs atop a second soil layer containing 10YR6/4-5/4 light yellowish brown sand to 45cmbs — 50cmbs. A 2.5Y6/4 moist sand constituted the third and final soil stratum encountered. The hydric profile was distinguished by a first soil stratum of 10YR3/2-2/2 very dark gray sandy loam to 15-20cmbs. Stratum II contained 10YR 4/1-5/1 gray sand to 40-50cmbs atop a third stratum consisting of 2.5Y6/4 light yellowish brown sand to 80cmbs (moist/wet layer) or a 10YR 3/3-3/4 dark brown hydric sandy loam to 55-65cmbs. Typically, the water table was encountered during removal of the third soil stratum. Three of the survey transect shovel test pits (#'s 4-6) contained prehistoric cultural material. Situated approximately 500ft south of the Pigott Rd./Star Cross Rd junction along the western side of the right-of-way, this site of past cultural activity was previously recorded as 316W184. Since thetransect was established along the very edge of the APE, radial shovel testing was unnecessary to the west (unaffected) and east (hydric, ditch-lines, road). Radials were dug north and south of the survey positives along the intial transect to capture subsurface artifact concentrations and to define the limits of the resource. Further, two additional radial test pits were excavated across from 316W184 on the eastern side of the road. All radial test pits were sterile of cultural material except the location between transect shovel tests #4 and #5. In total, 7 prehistoric artifacts were recovered by the investigation: Stp#4- oyster shell, fabric-impressed fine-sand tempered sherd, eroded ceramic sherdlet; Stp#5- 2 eroded, fine sand & grit temper ceramic sherds; Stp#6-1 metavolcanic sharpening/retouch flake; Radial#1 (between #4 &#5)- fabric-impressed fine-sand tempered sherd. All cultural artifacts were consolidated to relatively preserved stratum II contexts. Based on landform and environmental contexts, 31BW184 likely extends to the west and to the northwest beyond the APE boundaries. As defined by the current survey work, 31BW184 is situated along the very western APE boundary and will not be affected by the proposed construction work. These sites are likely situated to the west of the APE. In any event, no National Register of Historic Places eligible archaeological sites or deposits were recorded within areas of potential effects for the SR1945 construction and maintenance work. Following archaeological survey of the project APE in Brunswick County, North Carolina, no further archaeological input or work is recommended. Additional investigation of the APE is unlikely to recover meaningful data. A finding of "no historic properties affected" is considered appropriate for the project.
