PROJECT SUMMARY: The applicant proposes to replace an existing bulkhead and expand a private docking facility along the edge of Banks Channel. D and Lara Logan c/o David Logan Page 2 G� 2 Z71 W M C00 The project site is located at 7 Auditorium Circle, adjacent to Banks Channel in the Town of Wrightsville Beach, New Hanover County. To locate the project site from the WiRO take US Hwy 74/76 to Wrightsville Beach. Travel across the drawbridge and keep right on Causeway Drive. Turn right on Auditorium Circle, just before the Causeway Bridge leading to the barrier island. The property of interest is the third home located on the left side of the road. The project site is approximately 0.29 acres in size, on which the applicant currently maintains a single- family residence. The high ground is vegetated primarily with maintained lawn grass and ornamental landscaping. The project site has approximately 62.5 linear feet of shoreline frontage along Banks Channel, which is stabilized by a timber bulkhead, and Normal High Water (NHW) meets the bulkhead. There are no Coastal Wetlands on the property. At the property, the applicant also maintains a private docking facility, which consists of a fixed pier (6' x 24') that extends to a platform (22' x 22') the westernmost 14' of which is covered, which connects (via ramp) to a floating dock (6'x 60'). A 13' x 15' boatlift exists along the northern side of the floating dock on the landward most edge. The lift and gazebo encroach into the 15' riparian corridor setback from the northern property owner. The property to the north is an undeveloped lot, with a timber bulkhead and docking facility that is approximately 34' away from the subject docking facility. The property to the south is developed with a single-family residence, timber bulkhead and a docking facility that is approximately 50' from the subject docking facility. According to the application package, existing water depths surrounding the existing docking facility range from approximately -4.0' to -18.0', relative to normal low water (NLW). DCM was not able to locate a previous permit for the existing facility; however, based on historical aerial photography the existing docking facility appears to have been in place since the early 1990's. The Town of Wrightsville Beach Land Use Plan classifies adjacent waters and high ground portion of the property as Conservation. The waters of Banks Channel and Middle Sound are classified SB by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT The applicant proposes to replace an existing bulkhead and expand a private docking facility along the edge of Banks Channel. The configuration of the existing docking facility currently provides dockage for up to four (4) vessels. Based on drawings provided by the applicant, the existing docking facility is shown to be located within the 15' riparian corridor setback along the northern side of the property. The application states the existing pier and gazebo would remain in place with no modifications or expansions; however, a new floating dock spine (6' x 80') would be installed just waterward of the existing fixed gazebo, along with one finger pier (20' x 6'). The floating docks would be installed approximately 6' south of their current alignment. The finger pier would run perpendicular to the shoreline and would be installed approximately 13' from the landward most end along the southern side of the main spine. Along the waterward end of the southern side of the main spine, 3 sets of dolphin tie piles are proposed to accommodate dockage of a 65' vessel. As proposed, the finger pier and 2 sets of dolphin piles encroach into the southern 15' riparian corridor setback and a waiver has been obtained. In addition to the floating component, a new 16' x 18' boat lift would be installed along the northern side of the proposed 6' x 80' finger pier, on the landward most side. This lift would encroach into the 15' riparian corridor setback along the northern side of the property and a waiver has been obtained. As designed, the proposed facility would provide dockage for up to four (4) vessels, but potentially could accommodate five (5) vessels, if a larger vessel is not present. Existing water depths in the vicinity of the proposed docking facility D and Lara Logan c/o David Logan Page 3 range from approximately -4.0' to -18.0' at NLW. In total, the proposed facility would extend approximately 136' from the waterward edge of the proposed bulkhead. Additional development on the subject property includes the installation of a new bulkhead just waterward of the existing bulkhead, located along the western edge of Banks Channel. According to the application package, the existing wall is failing and is in need of replacement. The new alignment would be positioned an average of two (2) feet, with a maximum of two (2) feet, waterward of the normal high water line and the existing bulkhead. There are no Coastal Wetlands present. Each end of proposed wall would "tie" into the adjacent bulkheads located on either side of the applicant's property. 10. ANTICIPATED EVIPACTS The proposed structures (bulkhead, floating docks and boatlift) would incorporate an additional approximately 528 sq. ft. of Estuarine Waters and Pubic Trust Area, essentially within an area currently usurped by the existing docking. The proposed structures would extend approximately 136' into a waterbody, which measures approximately 720' across. This distance conforms to the quarter width of the waterbody, nor does it exceed the established pier -head alignment. The proposed structures would encroach into both adjacent 15' Riparian Corridor Setback Areas, however, waivers have been obtained' 1. The facility could potentially accommodate up to five (5) vessels within water depths ranging from approximately -5.0' to -18.0' at NLW. The proposed bulkhead would result in the filling of approximately 125 sq. ft. of Estuarine Waters and Public Trust Area. Additional high ground disturbance, as a result of the bulkhead installation, would total approximately 1,250 sq. ft. Minor increases in turbidity should be expected during construction.
