Carolina Ecosystems, Inc. has prepared the attached Riparian Buffer Authorization Form on
behalf of the City of Raleigh and Wetherill Engineering, Inc. for the above referenced project.
The Middle Creek #106 Boardwalk runs parallel to the left bank of Crabtree Creek and crosses
an unnamed tributary to Crabtree Creek (Figure 2). These streams are located on both the USGS
map and Wake County soil survey map (Figures 3 and 4, respectively), and therefore, are
protected by buffers established through the Neuse Buffer rules.
Repairs for damages caused by past storm events are needed for the boardwalk in two areas
depicted on the attached figures. These repairs would only constitute a minimal change of use
and minimally add new impervious surface area. Therefore diffuse flow provisions are not
proposed. A slight shift of the boardwalk landward will be necessary in the area adjacent to
Crabtree Creek near Ratchford Drive due to severe bank erosion of Crabtree Creek. This will
require minimal impact to Crabtree Creek's buffer. Proposed impacts to riparian buffer zones at
this site are 570 square feet of Zone 1 impacts with no impacts occurring in Zone 2 (see attached
buffer impact drawing). These impacts are classified as "allowable" under the Neuse Buffer
Rules. A similar amount of buffer area closer to Crabtree Creek will be stabilized and allowed to
re -vegetate to wooded buffer.
The other repair site includes replacing the boardwalk bridge over the unnamed tributary. This
will be conducted within the original alignment, without getting into the water, and without
impacting new buffer area. Therefore, no Section 404/401 impacts are anticipated for this
activity, and it is considered exempt from the buffer rule.
The preceding information, along with the enclosed Riparian Buffer Authorization Form,
vicinity map, project map aerial, USGS map, NRCS map, and buffer impact drawings are being
submitted for your review of this project.

The site is located on one of City of Raleigh's existing greenways. The surrounding vicinity consists of
commercial and residential areas.

Approximately 1,300 linear feet.

Repair and replace sections of the boardwalk that have been damaged by past storm events.

Repair and replace boardwalk section adjacent to Crabtree Creek by moving it slightly away from the eroding

1. Avoidance and Minimization

The UT to Crabtree Creek site will be repaired within the same footprint without impacting the stream or its
buffers. The Crabtree Creek site will only minimally impact the buffer due to shifting the alignment, however
the old alignment area will be allowed to re -vegetate; so no significant loss of buffer will occur.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction
techniques. Sediment and erosion control measures will be implemented according to NC requirements, and
approved by NCDEQ prior to implementation. Jurisdictional areas that are not permitted to be impacted and
are adjacent to construction areas will be clearly marked with protection fencing or other similar method to
avoid inadvertent encroachment. Copies of the issued buffer authorization and impact areas will be provided
to the prime contractor and all subcontractors working in or near jurisdictional areas.
