Timothy and Lisa Bodeman Page 2 9. PROJECT DESCRIPTION: The project site is located at 2 Cedar Island, adjacent to the AIWW/Masonboro Sound located in the City of Wilmington, New Hanover County. To locate the property from Oleander Dr. (NC Highway 17), turn onto Greenville Loop Road and travel approximately 0.8 miles. Turn left onto Old Military Road and travel approximately 0.5 miles east and the property of interest will be an undeveloped lot on the left side of the road. The lot is approximately 5 acres with approximately 275' of shoreline frontage on the AIWW and approximately 71' of shoreline frontage on the Cedar Island Basin. The lot averages approximately 7' above normal high water level. The lot is currently undeveloped. Highground vegetation consists of lawn grasses and native trees/shrubs including Live Oak and various pine species. Waterward of the upland vegetation is an area of high marsh approximately 30' wide, consisting of mixed coastal wetlands and "404 type" vegetation, including: Salt Meadow Grass (Spartina patens) and Sea Ox -eye (Borrichia frutescens). The property transitions from high marsh to low marsh in an area approximately 370' wide extending to the AIWW. This area primarily consists of Smooth Cordgrass (Spartina alterniflora). There is a remnant/dilapidated pier extending from the shoreline to the AIWW that is approximately 422' in length. No permit could be located for that facility. There is an access pier and floating dock extending into the cedar island basin with a shoreline stabilized by a timber bulkhead and an existing concrete boat ramp. The access pier is approximately 30' in length by 6' in width and the floating dock. is approximately 30' in length and 8' in width and was authorized by GP #46143 issued on 11/21/2006. The docking facility extends from the most western portion of the property in a westerly direction perpendicular into the Cedar Island Basin. The Wilmington/New Hanover County Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. The waters of the AIWW and Masonboro Sound are classified SA-ORW by the Division of Water Resources. They are designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct an observation pier on the AIWW and a new access pier for a docking facility in the Cedar Island Basin. The observation pier would extend from the existing high ground area on the AIWW shoreline approximately 450' and would end in a gazebo measuring 16' in length by 16' in width over open water. A 4' wide by 16' long stepdown would be constructed along the northern edge of the gazebo (see Sheet 7 of 8). The water depth at the waterward end of the pier would be -4' at NLW and no slips are proposed (see Sheet 8 of 8). The water body measures 645' in width and the pier would extend approximately 78' beyond the waterward edge of the Coastal Wetlands, which would conform to the 1/4 width rule. The structure would be approximately 46' landward of the USACE AIWW setback. On the Cedar Island Basin docking facility, a new access pier measuring 6' in width by 36' in length would be constructed to access the existing 2 slip docking facility (see Sheet 3 of 8). No changes are proposed to the existing bulkhead, boat ramp, or floating dock. Timothy and Lisa Bodeman Page 3 10. ANTICIPATED IMPACTS The proposed pier system construction would incorporate 2,924 sq. ft. of Estuarine Waters and Pubic Trust Area and would shade approximately 1,362 sq. ft. of Coastal Wetlands, vegetated primarily with Smooth Cordgrass (Spartina alterniflora). The proposed pier would extend approximately 78' into a waterbody, which measures approximately 645' across. This distance would conform with the 1/4 width rule and the established pier lengths. As proposed, the applicant's proposal would not encroach into the 80 -foot setback from the AIWW. The new access pier on the Cedar Island Basin would impact approximately 36 additional sq. ft. of high ground and the remaining 180 sq. ft. would occupy an area currently usurped by the existing access pier. Their existing dock facility on the ICWW was destroyed during Hurricane Matthew (2016) and now stands in total disrepair. We are proposing to completely remove and dispose of all components of the damaged facility and then to rebuild in the same footprint as the existing in order to reduce impacts to the adjacent coastal wetlands. The proposed new dock facility on the ICWW is not intended to serve as a formalized docking facility; but, to serve as access to the ICWW for recreation - fishing, swimming, kayaks, & paddleboards. Also, we are proposing to repair and modify their existing dock facility inside Cedar Island Basin. The existing fixed portion of the dock facility is in need of re- framing and re -decking. We are also proposing to extend the 6' access pier by 16' towards the upland side in order to eliminate the current ramped access. The new 6' access pier would be level for easier access.
