The complete application package should be submitted to the appropriate DEMLR Office. If lot sizes vary significantly or the proposed BUA allocations vary, a table listing each lot number, lot size, and the allowable built -upon area must be provided as an attachment to the completed and notarized deed restriction form. Deed restrictions and protective covenants are necessary to ensure that the development maintains a "built -upon" area consistent with the design criteria used to size the stormwater control facility. The proposed construction activities on the 78.3 acre site include grading, erosion control, sanitary sewer collection systems, water distribution systems, storm drainage systems, the construction} of roads and homes. A detailed erosion control plan will be approved and implemented prior to any grading activities. Erosion control features will include silt fence, diversion ditches, and sediment traps which will ultimately be converted into BMPs after stabilization of the site. Due to the existing topography seven BMPs are proposed, all wet ponds. A high SHWT makes most other BMPs on the site problematic. To the extent practicable all storm water from built upon areas will be directed to the BMPs for treatment. Most of the storm water will be collected in catch basins along the curb and gutter type streets and piped to the BMPs. A smaller about of the storm water runs directly into the BMPs. Impervious area is limited to 2700 sf per lot for single family and 2300 sf per lot for the townhomes, plus paved roads and sidewalks. A relatively small amount of off-site storm water will be picked up in the storm water collection system and directed to the BMPs. Existing off-site impervious areas were estimated by aerial photography and included in the calculations for treatment. In addition to water quality, all three of the BMPs also function as detention basins to attenuate peak flows in the 2 year 24 hour and 25 year 24 hour storms. This is in accordance with Union County's local storm water ordinances. SMP drainage was sized for the 50 year 24 hour storm with 1 foot of freeboard in all of the BMPs. The responsible party will maintain the BMPs in perpetuity. South Carulitu 29715 (704) 504 - 1717 (704) 504 - 1125 (Fax) } Summary of ESHWT Determination SUMMIT Project Number 3978.01 Old Charlotte Highway Site, Union County, North Carolina April 22, 2016 EXPLORATION PROCEDURES SUMMIT performed five (5) soil test borings, (identified as B-16 through B-20), in the approximate locations shown on Figure 2 — Boring Location Plan. The borings were located by professionals from our office using handheld GPS, existing topographic and aerial maps as reference. The boring locations were not surveyed and should be considered approximate. Timberline Construction & Development Inc (Client) provided SUMMIT a "Preliminary Subdivision Sketch Plan", dated February 24, 2016 developed by Kenney Design Group, PA, which indicated the approximate locations of the proposed BMP ponds. The soil test borings were performed using an ATV -mounted CME 550X drill rig and extended to depths of approximately 8.3 to 10 feet below the existing ground surface. Hollow -stem, continuous flight auger drilling techniques were used to advance the borings into the ground. Standard Penetration Tests (SPT) were performed within the mechanical borings at designated 24 inch intervals in general accordance with ASTM D 1586. The soil samples collected were visually examined and classified in general accordance with ASTM D-2488 and the Munsell Soil Color Charts (2009 Revision) were used to identify the hue, value, and chroma of soil samples. The classification symbols are depicted on the Boring Logs provided in Appendix 2. GENERALIZED SUBSURFACE STRATIGRAPHY General subsurface conditions observed during our geotechnical exploration are described herein. For more detailed soil descriptions and stratifications at a particular soil test boring, the respective `Boring Logs" provided in Appendix 2 should be reviewed. The horizontal stratification lines designating the interface between various strata represent approximate boundaries. Transitions between different strata in the field may be gradual in both the horizontal and vertical directions. The general stratigraphy encountered within the borings is summarized as follows. Beginning from the ground surface, a layer of Topsoil (surficial organic soils) were encountered at the existing ground surface at all boring locations and extended down to approximately 2 to 3 inches. Beneath the topsoil layer, residual (undisturbed) soils were encountered and extended to either the maximum boring termination depth or partially weathered rock (PWR). The residual soils generally consisted of fat clays, lean clays, elastic silts, and sandy silt. Summary of ESHIVT Determination SUMMIT Project Number 3978.01 Old Cliarlotte Highway Site, Union. County, North Carolina April 22, 2016 Partially Weathered Rock (PWR) was encountered at approximate depths below the existing ground surface of 8 feet in Borings B-16, B-17 and B-19, between the depths of 4.5 to 8 feet in Boring B-18, and at 7.5 feet in Boring B-20. Partially weathered rock is defined as soil - like material exhibiting N -values in excess of 100 bpf. GROUNDWATER LEVEL MEASUREMENTS Groundwater, at the time of drilling, was not encountered in any of the borings. After waiting more than 24 hours, groundwater was observed near the ground surface of Boring B-16 and was measured at a depth of 3 feet below the existing ground surface in Boring B-19. The groundwater reading after 24 hours in Boring B-16 may be the result of either stormwater runoff or perched water conditions. Note: Groundwater levels tend to fluctuate with seasonal and climatic variations, as well as with some types of construction operations. ESTIMATED SEASONAL HIGH WATER TABLE The Estimated Seasonal High Water Table (ESHWT) indictors were encountered in all of the boring performed during this exploration at approximated depths ranging from 3 to 6 feet below the existing ground surface. The ESHWT is defined as a change in the color of the soil layer due to water staining (typically, gray redoximorphic depletions and mottling). Spots or blotches of different color or shades of color interspersed with a dominant color in soil, commonly referred to as mottling. Mottling is a historic indication for the presence of ground water caused by intermittent periods of saturation and drying, and may be indicative of poor aeration and impeded drainage. Mottling is a "general indication of groundwater" flow through this layer, but it is not known whether the groundwater flow was recent. The table summarizes the boring sampled depths, the approximate depths of the ESHWTs, and the approximate depths of groundwater (GW) at time of drilling (ATD), and groundwater depths after waiting more than 24 hours.
