Ref: SUP # 2073-003, Amendment 4, B-2500 Phase I la of the NG-12 Transportation Management Plan: Extending the Temporary Construction Easemenf granted for construction af the Phase I!a Bridge at New Inlet for an additional 3Q feet to the eas# north of the Temporary Bridge, Pea Isiand National Wildlife Refuge Dear Mr. Jennings: In a letter dated January 6, 2015, the N. C. Depar#ment of Transportation (NCDOT) requested modification of Specia! Use Permit 2013-003 to e�c#end the Temparary Canstruction Easement (TCE) eastw�rd from tha existing TCE grantec! to accammociate constru�tian of the New Inlet Phase I!a Bridge. This extended TCE would begin at an existing dune line approximately 370 feet north of the temporary bridge and e�end southward to tie inta �heet piling at the base of the temporary t�ridge. This request for the TCE extension wouEd incorporate an area 30 fieet eastward of the TCE originaily established in SUP # 2013-{703 and would taper to 15 feet eastward of the original TCE on the spufh end. The purpose of this request for additional TCE is to facili#ate construction of a berm approximately 10 feet high with a bas� width of about 25 feet to reduce the amount of ocean water and sand currently oWerwashing NC 12 during higher than narmal tide even#s. This letter is to advise you that SUP # 2013-Qfl3 is hereby amended to grant an additional TCE nvt to exceed 30 feet to the east af the TCE already granted under this permit and as described in the correspondence requesting the TCE extension. The additional 30 feet of TCE shall begin in the vicinity of the east side at or n�ar the northern terminus of the temporary bridge and shall extend northward for a distance of approxima#ely 37Q feet where it will tie into an existing dune line. This authorizatior� far additianal TCE is made under the follawing terms and canditions: 1. All oiher terms and conditions of SUP # 20'! 3-Q0� shali remain in effect unless otherwise modified by the Refuge Martager. 2. The only allowabfe use in the additional 3� feet af TCE is solely for the purpose of canstructing and maintaining a s�nd berm approximately 25 f�et wide by 10 feet high by abaut 370 feet fong. 3. In the event that bird nesting should occur on the constructed berm it sha4{ b� subjected to the same protection as any other nesting area. The Refuge shall be respmnsible for posting c4osures for bird nesting if the need arises_ It is our understanding the NCDOT wifl use sand mined from the Terminal Groin fillet ta cflnstruct bo#h the northern and southern dunes.
