Has no practical alternative 2. Will minimize adverse impacts to the surface water/wetland based on consideration of existing topography, vegetation, fish and wildlife resources, and hydrological conditions 3. Does not result in the degradation of groundwaters or surface waters 4. Does not result in cumulative impacts, based upon past or reasonably anticipated future impacts, that cause or will cause a violation of downstream water quality standards S.
