The proposed project is scheduled to take place from January 1 through April 1 during the 2017 winter off-season when Grandfather Golf and Country Club is closed. Nature of Activity The project site includes an existing lake (Loch Dornie) on the Linville River with an earthen dam, several existing roadways and a spoils area, all located on the Grandfather Golf and Country Club property (see Location Map). The inlet section of the lake (approx. 6.19 -acres) has become filled with sediment, restricting flow and causing turbidity during high water events. This has increased water temperature and vegetation growth due to the shallow depth. Vegetation within the lake has become a maintenance issue during the growing season. The primary purpose of this project is (a) to remove accumulated sediment debris to increase depth and minimize aquatic vegetation blooms in shallow flats, and (b) to stabilize eroding shoreline and islands to reduce turbidity during high flows. Four areas are proposed to be mechanically dredged (see Area of Interest Figures): 1). Pete's Island and Inner Lagoon — Approx. 80,000 SF or 1.84 -acres. Estimated volume of dredge material at 2-8 foot depth of cut = 14.8k CY. 2). Outer Lagoon — Approx. 100,000 SF or 2.30 -acres. Estimated volume of dredge material at 2-8 foot depth of cut = 18.5k CY. 3). Linville River Channel — 46,000 SF or 1.06 -acres. Estimated volume of dredge material at 2-3 foot depth of cut = 4.3k CY. 4). Western Bypass Channel — 43,000 SF or 0.99 -acres. Estimated volume of dredge material at 2-3 foot depth of cut = 4.Ok CY. Dredged material will be dewatered and transported via truck to an existing disposal area on the property (see Vicinity Map). Proposed work includes the construction of a temporary access ramp into Area of Interest #1 — Pete's Island and Inner Lagoon at an existing rip rap and stone protected area located off of the 18th fairway (see Overview Map and Photo Sheets). All equipment will enter and exit the lake from this single access. The spoils area will be accessed via the 18th fairway and existing paved roads within the property. Typical excavation equipment will be used including dump trucks, skid steers, bulldozers, and excavators. Silt fencing will be installed along the remaining channel flow to eliminate sedimentation during excavation. Once the lagoon area and Linville River channel have been excavated to original lake bed elevations, flow will be diverted back to the Linville River Channel to allow for dredging of the remaining lagoon area and Western Bypass Channel. Silt fencing will also be installed around the perimeter of the spoils area prior to receiving dredged material, and around any dewatering areas to prevent sediment release. During dredging activities, any material that has not sufficiently dewatered will be side cast within the dredging area to allow for dewatering before removal. An Erosion Control Plan will be prepared for the spoils area to include silt fence, sediment traps, diversion ditches, and stabilization measures. Silt fencing would also help prevent sedimentation during any large rain events that could occur. A turbidity curtain will be installed in standing water downstream of the dredging area and upstream from the lake outlet structure to limit sedimentation into the main body of the lake (see Overview Map). The turbidity curtain and silt fencing would also help prevent sedimentation downstream in a large rain event. Upon dredging completion, the lake access point and any other disturbed shoreline areas will be graded back to original contours and elevations and stabilized with erosion control matting and seeded with an erosion control seed mix and native NC mountains wetland seed mix. Lake levels will then be allowed to return to full capacity. Dredged material will be graded out as fill within the spoils area and permanently seeded with erosion control and native seed mixes and mulched upon completion. No direct impacts are proposed to the disposal area. The existing spoils and garden area is a previously graded and cleared site approx. 1.6 -acres in size with a greenhouse, storage shed, and large garden. All structures will be removed and the entire area used for spoils material. Approximately 1,568 linear feet of shoreline stabilization is proposed to be stabilized using sections of precast concrete block retaining wall (see Retaining Wall Map). Minimal grading and excavation will be utilized for retaining wall installation and will be limited to the shorelines of the four inlet area islands. The proposed work would be completed in the dry during lake drawdown and dredging activities. GGCC would like to take advantage of the dry conditions and permanently stabilize these critical areas to avoid any bank failures in the future. Block 20. Reason(s) for Discharge The project involves dredging approximately 6.19 acres of lake bottom and stabilization of approximately 1,568 linear feet of shoreline. The dredging activity is estimated to remove up to 42,000 cubic yards of material and the shoreline stabilization will involve approx. 315 cubic yards of clean stone and masonry below ordinary high water mark (see Typical Stabilization Detail). Dredged material will be dewatered before removal with silt fences installed around dewatering areas to prevent sediment release. The material will then be transported via truck to an existing spoils and garden area within the Grandfather Golf and Country Club property located on South Wildflower Road (see Vicinity Map). The spoils area is an existing disposal area that has been cleared and graded and is approximately 1.6 -acres. Prior to receiving dredged material, silt fence will be installed around the perimeter of the spoils area as needed to prevent sediment runoff. Dredged material will be graded out as fill within the. spoils area and permanently seeded with erosion control and native seed mixes and mulched upon completion. Approx. 6.19 -acres of temporary impacts associated with the mechanical dredging of the inlet area of Loch Dornie. Approx. 120 sq ft. of temporary shoreline impacts associated with the entrance and exit access ramp for mechanical dredging equipment. Avoidance, Minimization, and Compensation Description Dredging of Loch Dornie will involve disturbances to the lake. Multiple techniques will be implemented to reduce impacts: 1. Completing the work in the dry 2. Single access to project area 3. Silt fencing 4. Dewatering of dredged material 5. Turbidity curtain 6. Seeding and coir matting 7. Shoreline stabilization Downstream flow of the Linville River will be maintained through a 24" pipe valve. Loch Dornie water levels will be lowered approximately 20 feet below normal pool prior to dredging activities to ensure that work can be completed in the dry. This should leave 10- 15 feet of head over the discharge pipe through the bottom of the dam. Once lake levels have been drawn down, the upper lagoon and channel areas will be allowed to drain until these areas are accessible and material has dewatered. Flow from the Linville River channel in the lake will be diverted to the western bypass channel with existing material and/or sand bags, shutting off flow to the Linville River channel and lagoon area side of the dredging area. The drainage area of the Linville River at GGCC is approximately 3.6 sq.mi., In the absence of recorded flow data for this section of the Linville River, comparisons were made with data from two nearby sources :1) The Linville River gage at Nebo (DA=66.7 sq.mi.) and 2) Mill Timber Creek at Crossnore (DA=3.9 sq.mi.). Drainage area ratios were used to directly compare recorded low flow data between these watershed areas. Based on the data, a reasonable estimate for the 7Q10 for the Linville River below the GGCC dam is 1.5 cfs. The existing 24" cmp through the dam has a capacity of greater than 20 cfs with 4 feet of head over the outlet pipe. We anticipate maintaining at least 10 feet of depth at the intake. By drawing down lake levels and performing work in the dry, impacts to downstream trout habitat should be avoided. This will also take place from Jan 1 through April 1 during the winter off-season when Grandfather Golf and Country Club is closed and trucks will be able to haul dredged material to spills area without much auto and pedestrian traffic. This is a significant safety concern. Alternatives Project alternatives include: 1. No action 2. Hydraulic dredging of Loch Dornie The no action alternative will result in continued restriction of flow, a possible increase in water temperature, and maintenance problems associated with unwanted Grandfather Golf and Country Club Individual Permit Application June 15, 2017 Addendum ENG FORM 4345 vegetation growth in the shallow lake bed. Sediment buildup in the lake would continue to restrict flow, creating shallow and more stagnant water, likely with warmer temperatures. It will also contribute to more unwanted vegetation growth in the lake that would require management which could potentially increase sedimentation downstream or degrade water quality. Hydraulic dredging of Loch Dornie was considered but would not be capable of removing large material and would be too slow for the volume of material to be dredged. Hydraulic dredging for sediment removal has been estimated in the $25 to $30 per cubic yard range, approximately twice the cost of mechanical dredging ($12 to $15 per cubic yard). In addition, hydraulic dredging is a more time-consuming process and may not be feasible for completion during the GGCC offseason.
