Page 10 of 10 Wylie Branch Wetlands Impact Narrative Proiect Description Wylie Branch is a 186 lot residential subdivision located near Hampstead in Pender County. The 231 Acre Tract is owned by Island Creek Developers, LLC, and is located off of Island Creek Road (SR 1002) approximately 3/4 mile west from its intersection with NC Hwy 210. An unnamed tributary draining to Harrisons Creek (C; SW) Serves as the Northeast most property line. The site is completely wooded, and the existing topography is mostly in the level to moderate range (2 to 5% slopes). The upper reach of the unnamed tributary to Harrisons Creek crosses the southern portion of the property. Wetlands and stream impacts are proposed at three locations within the site where they cross into the proposed development area. The property owner will need to impact areas of wetlands and one section of intermittent stream in order to complete the road infrastructure of this project. The project will include sections of reinforced concrete pipe going beneath the roads at wetlands crossings to allow the flow of water to continue in its natural path. Typical grading and excavation equipment will be used to complete the construction of this project. Avoidance and Minimization Specific measures have been taken in designing the project in order to avoid impacts and minimize those proposed. The road alignment for the subdivision has been designed such that it requires the least amount of wetlands crossings necessary to access the main portion of the property's uplands. The road alignment has also been designed to cross the wetlands and stream as perpendicular as possible to minimize the impact area necessary. The layout of the residential lots has been designed so that all the residential lots are buildable without the need for additional 404 impacts. Specific construction methods will be incorporated during the project construction in order to minimize the impacts proposed. Reinforced concrete headwalls will be built on the ends of the drainage pipes at the stream crossing to reduce the linear feet of stream impact and area of wetlands impact that would otherwise be required to grade a fill slope from the road to the wetlands and stream elevation. Construction of the impacts will also be scheduled during periods of dry weather, and erosion control measures will be constructed to prevent erosion and sedimentation into the wetlands and stream. Mitigation To compensate for the permanent impacts proposed, a lump sum payment will be made by the owner into the Northeast Cape Fear Umbrella Mitigation Bank. The owner has reserved to purchase credits (see attached letter) for 40 LF of stream, 0.10 Acres of riparian wgtlands, and 0.20 Acres of non - riparian wetlands for a total of $33,051.70. These credits are proposed at a 1:1 ratio based on the quality of the wetlands being impacted. The wetlands in this location are near an unnamed tributary that drains into Harrisons Creek. Work to reroute the existing drainage shall be done during periods of dry weather. In the event that a rainfall should occur during construction, the contractor shall pump around site drainage to a sediment trap or basin to prevent any additional impacts to the stream. 2. Wetland crossings: initial disturbance of these areas shall be limited to only that area minimally needed to allow passage of construction equipment to prepare for the installation of the crossing and to execute upland construction on the opposing side of the crossing. Grubbing or land disturbance of the subject area shall not be performed until the culverts, backfill material, erosion and sediment control materials or devices sufficient to substantially complete the construction and stabilization of the crossing are staged or stockpiled at the location. Due consideration shall be given to impending inclement weather conditions that may adversely affect the completion of the crossing in the shortest time practicable. 3.
