PROJECT SUMMARY: The applicant proposes to replace a portion of failing bulkhead and stabilize the shoreline with a 220' vinyl bulkhead. Jeff and Jill Morris Page Two 9. PROJECT DESCRIPTION: The project site is located at 228 Seacrest Dr., adjacent to Motts Channel and Greenville Sound, in New Hanover County. The property in located in the Town of Wrightsville Beach. To locate the property travel east approximately 1 mile from Military Cut -Off Road (N.C. Highway 76) towards Wrightsville Beach. From the drawbridge, continue heading east on Causeway Drive (N.C. Highway 76) and take the immediate right on Keel St. Take the first left on to Seacrest Dr. and the property of interest would be located on the right. The applicant's property contains a two story single family home and is approximately 0.3 acres and averages 6' above mean sea level with 220 linear ft. of shoreline. An existing timber bulkhead measuring approximately 60' in length stabilizes the western shoreline and rip rap measuring approximately 118' in length by 5' in width stabilizes the remaining shoreline to the east. Waterward of the bulkhead is a private docking facility that extends into Motts Channel which could accommodate up to four (4) vessels. Upland vegetation consists of ornamental shrubbery and lawn grass. Just waterward of the existing bulkhead is an area of coastal wetlands averaging approximately 80 ft. in width. This area is vegetated primarily with Smooth Cordgrass (Spartina alterniflora). The existing rip rap was authorized on 10/29/15 under General Permit NO. 66164D to stabilize the existing shoreline and represents the current Normal High Water (NHW) and Coastal Wetland line. CAMA Major Permit No. 17-17 was issued on 2/17/17 for development of a new, private, 4 -slip docking facility. A pier measuring approximately 85 ft. long by 6 ft. wide originates from the existing bulkhead over coastal wetlands terminating at an L-shaped covered gazebo measuring approximately 14 ft. long by 16 ft. wide. The floating dock, measuring 65 ft. long by 6 ft. wide, extends waterward from the gazebo into Motts Channel with an associated 15 ft. long by 16 ft. wide boatlift at the eastern terminal end of the floating dock. The docking area is authorized to be excavated to a final depth of -6 ft. below NLW. The facility extends approximately 91 ft. into Motts Channel, which measures approximately 365 ft. across in this area. The terminal end of the docking facility is approximately 20 ft. landward of the Town of Wrightsville Beach's Pierhead line and is approximately 23 ft. landward of the 80 ft. USACE Channel setback. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The area surrounding this section of the AIWW is mostly residential development. The waters of Motts Channel, which are included in the Wrightsville Recreational Area, are classified SB# by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish PROPOSED PROJECT: The applicant proposes to replace a portion of failing bulkhead and stabilize the shoreline with a 220' vinyl bulkhead. The vinyl bulkhead would be vibrated in just waterward of the failing approximately 60' section timber bulkhead, filling approximately 58 square feet of Coastal Wetlands consisting of Smooth Cordgrass (Spartina alterniflora). There is currently 1'-2' of riprap at the base of the failing timber bulkhead that would be removed and placed landward of the new vinyl bulkhead. Jeff and Jill Morris Page Three The remainder of the vinyl wall would be vibrated in along the base of the existing riprap revetment measuring approximately 118' in length along the eastern portion of the property following the approximate NHW mark. The application proposes to backfill approximately 10' behind the new bulkhead using clean sand with topsoil. The total disturbed area would be approximately 4493 square feet, 4400 square feet of which would include the tie back system. The application states the area would be stabilized by silt fence as needed and will be sodded upon completion. The adjacent shorelines to the east and west are stabilized with timber bulkheads, and the vinyl bulkhead would tie into those adjacent bulkheads. 10. ANTICIPATED IMPACTS The proposed new vinyl bulkhead would result in the filling of approximately 58 square feet of Coastal Wetlands consisting of Smooth Cordgrass (Spartina alterniflora). Approximately 60 square feet of public trust area and estuarine waters would be filled during construction. The wall would extend a maximum of 1' waterward of the existing failing timber bulkhead, and would be constructed at the base of the existing riprap, approximating NHW. The area would be filled with clean sand/topsoil and sodded to stabilize upon completion of construction. The high ground disturbance would be approximately 4400 square feet. Conway, Owner -Unlimited Contractors License & Fully Insured 910.538.9737 6252 Towles Rd, Wilmington, NC 28409 June 28, 2017 Proiect Narrative Project Address: Jeff Morris Bulkhead Project 228 Sea Crest, Wrightsville Beach, NC 28480 Mr. and Mrs. Jeff Morris would like to install a bulkhead at this property, 228 Sea Crest, for the purpose of raising the elevation of their lot to keep the saltwater out of their yard and pool at high tides along with replacing their old wooden bulkhead which is currently failing. Mr. and Mrs. Morris currently have 58.30 feet of wooden bulkhead where the new pier structure has been constructed. There is Spartina grass in front of 24 ft. of this existing bulkhead. There is 161.25 ft. of rip rap to the East of the lot, behind the MWH line. We would like to vibrate vinyl sheet pile in at the base of the rip rap and in front of the wood wall and back fill behind the new bulkhead. The fill will be brought to the site from an offsite mining pit. We will use silt fence during construction where needed and once the project is complete, the yard will be landscaped with sod in order to stabilize the back fill.
