RE: Briar Chapel — Phase SD East Request for Additional Information
Ms. Homewood:
In response to your comments received June 8, 2017, we offer the following
responses below in RED:
Pursuant to 15A NCAC 02H.0506(a) the 401 Water Quality Certification
issued to NNP -Briar Chapel LLC was conditionally issued upon
determining that existing uses are not removed or degraded by a
discharge to classified surface waters. Based on the information provided
in the application and associated documents, all surface flow from the
project is proposed to be rerouted through a 2 stormwater wet detention
basins. The outlet from Basin #32 is proposed to be located a significant
distance downstream of the start of the stream which currently receives
the majority of it's hydrology from watershed/basin #2 as shown on the
Drainage Area Map submitted with the stormwater management plan.
The rerouting of the drainage area and surface flow has the potential to
remove existing hydrology and therefore remove existing uses within the
stream channel. Please provide a thorough analysis and any additional
information relative to this issue for further review by the Division.
We have revised the storm drainage design to route existing surface
drainage from the NCDOT right-of-way into the "Andrews Store" stream
to simulate the existing condition. An analysis of the drainage areas is
provided below and updated drawings and drainage area map specific to
Venture IV Building
this concern is included in this submittal package.
1 730 Varsity Drive
At the Andrews Store stream, there were approx. 10.59 acres of drainage
Raleigh, NC 27606 area prior to development. After development the drainage area will be
approx. 6.87 acres -- a 35% reduction in drainage area. The surface water
from the other 35% of the drainage area will be captured and treated

At the Taylor Road there were approx. 15.17 acres of drainage area prior
to development. After development the drainage area will be approx.
12.96 acres -- a 14% reduction in drainage area. The surface water from
the other 14% of the drainage area will be captured and treated onsite.
