JAY ZIMMERMAN Director June 27, 2017 RECENEDINC1)EQ1DWR Mr. Jerry Hatchet Caswell County BOE JUL 0 6 2017 P0.Box 160 Yanceyville, NC 27379 permitting Water g Section SUBJECT: Compliance Evaluation Inspection (CEI) South Elementary School — WTP NPDES Permit # NCO086983 Caswell County Dear Mr. Hatchett: On June 26, 2017, Min Xiao of this office met with Mr. Matt Smith to perform a Compliance Evaluation Inspection on the NPDES wastewater discharge from the South Elementary School WTP. The inspection findings are detailed below and an inspection checklist is attached. Permit The current permit became effective May 1, 2017, and will expire at midnight on March 31, 2022. The facility does not have a most updated version of permit onsite, please give a copy of the renewed permit to the ORC. Self -Monitoring Program The DMRs were reviewed for the period April 2016 through March 2017. The facility was found to be compliant with the effluent limits for the period. In addition, all monitoring was performed per the frequencies specified in the permit. Research & Analytical Laboratories is contracted to conduct the effluent sampling and measurement for all the parameters. Flow, pH, and Total Residual Chlorine are measured onsite. The rest of the parameters (Total Suspended Solids, Turbidity, Total Iron, and Total Manganese) are tested by lab staff of R&A. Records & Reports The ORC did a good job of keeping the paperwork. A comparison of February 2017 DMR with the field records and laboratory results revealed that pH, Turbidity, TSS, and Chlorine had been correctly transcribed. The unit of Manganese and Iron were reported in mg/L in the R&A lab results, however, the data of Manganese and Iron were directly put into DMR without converting the units from mg/L to ug/L (1000 ug/L=1 mg/L). Please correct it in the following DMRs. Facility Site Review The facility is permitted to continue to treat filter -backwash wastewater generated during the production of potable water from a well utilizing green -sand filter water -treatment technology. The facility includes a well, potassium permanganate tank, chlorine -contact chamber/chlorinator, green -sand filter, water storage tank, dechlorinator and a drain line to outfall. Please note that there is no caustic soda tank onsite any longer, because the ORC explained the pH of the well water was stable and usually around 7. There is no holding basin either, and the effluent directly drains through the underground pipeline to the outfall. An water meter is used to read flow data. Per Part I. A (1) Conditions of the permit, it is required that "All samples shall be collected during the backwash cycle", which means the effluent samples should be collected during programmed backwash period. However, currently, the samples were collected in other time which needs the ORC to manually start the backwash process. It was suggested the facility reprogram the backwash time to make it fall into scheduled working hours, so that the ORC could collect samples while the green -sand filter is backwashing. The ORC is now starting to work on this issue. Operations & Maintenance There appeared to be no issues with the facility operations and maintenance at the time of inspection. Effluent/Receiving Waters Effluent is discharged to an unnamed tributary to Hyco Creek, a waterbody currently classified C within Sub -basin 03-02-05 of the Roanoke River Basin.
