REGAN Secretary S. JAY ZIMMERMAN Director Draft NPDES Permit NCO089435 Martin County WTP 1001 Park Street, Williamston 27892 Martin County In response to your request to renew the subject NPDES permit, the Division of Water Resources (DWR or the Division) hereby transmits this draft for your review and comment. Please review this document to assure your understanding of the permit limits and monitoring conditions, and to correct errors, if any. We have made the following updates to your previous permit: 1. The facility map has been updated. 2. Regulatory citations have been added. 3. In accordance with water treatment permitting strategy the following changes have been made to this permit: a. The monitoring frequency for Total Suspended solids (TSS), pH, Total Residual Chlorine (TRC) and Turbidity has been increased from 2/month to weekly. For flows greater than 0.5 MGD, conventional parameters that are limited are required to have weekly sampling. The maximum monthly average flow for this facility is 0.529 MGD. b. Quarterly ammonia nitrogen monitoring has been added because this facility utilizes ammonia nitrogen/chloramines. c. Since this facility is a conventional WTP with a discharge greater than 0.050 MGD and utilizes ammonia nitrogen/chloramines and phosphoric acid, quarterly Total Nitrogen (TN) and Total Phosphorus (TP) monitoring has been added, respectively. 4. Total Manganese monitoring has been removed because the EPA approved removal of NC aquatic life standard as part of 2007-2016 Triennial review. Therefore, there are no limits to compare monitoring data for this parameter. 5. In accordance with established freshwater standards for turbidity, a monthly average limit of 50 NTU and a daily maximum limit of 50 NTU have been added with the following footnote: ➢ Turbidity - Effluent turbidity shall not cause receiving -stream turbidity to exceed 50 NTU. If background turbidity naturally exceeds 50 NTU, the effluent shall not cause background turbidity to increase. Any discharge exceeding this permit limit will require sufficient instream sampling (upstream and/or downstream) to verify compliance (effluent vs. background). [NCAC 02B. 0211(21)] 6. Effluent and upstream quarterly monitoring for Total Hardness has been added. Please see discussion below for more information. 7. Due to toxicity failure, the following permit re -opener condition for whole effluent toxicity has been added [Part I, Condition A. (4.)]: State of North Carolina I Environmental Quality 1617 Mail Service Center I Raleigh, North Carolina 27699-1617 919-707-9000 Mr. Boone July 12, 2017 Page 2 of 2 ➢ Whole Effluent Toxicity monitoring results indicating aquatic toxicity may result in the Division of Water Resources re -opening this permit or requesting by letter that further action be taken. Additional :petals testing, a toxicity identification evaluation, a toxicity reduction evaluation, and/or an assessment of discharge treatment alternatives may be requested. The NC 2007-2014 Water Quality Standard (WQS) Triennial Review was approved by the NC Environmental Management Committee (EMC) on November 13, 2014. The US EPA subsequently approved the WQS revisions on April 6, 2016 with some exceptions. The NC Division of Water Resources NPDES Permitting Unit is required to implement the new dissolved metal standards in all permits public noticed after April 6, 2016. The new standards for most metals include acute standards. Furthermore, the freshwater standards for several metals are expressed as the dissolved form of the metals, and seven metals have hardness -dependent equations As a result, the NPDES Permitting Unit will need site-specific effluent hardness data and mstream hardness data, upstream of the discharge, for each facility monitoring these metals in order to calculate permit limitations. Effluent hardness and instream hardness sampling, upstream of the discharge, has been added to this permit at a monitoring frequency of quarterly. See Sections A (1.) Effluent Limitations and Monitoring Requirements Concurrent with this notification, the Division will solicit public comment on this draft by publishing a notice in newspapers having circulation in the general Martin County area, as required by the NPDES Program. Please provide your comments, if any, to me via email [derek.denard@ncdenr.gov] or write to my attention care of DEQ / DWR / NPDES Program no later than August 11, 2017. Your written comments are welcome but not mandatory. Following the mandatory 30 -day public comment period, the Division will review all pertinent comments on your permit draft, and take appropriate action prior to issuing your NPDES permit final. If you have questions concerning this draft, please e-mail me or call my direct line (919) 807-6307.
