County: HALIFA7� Document: LIBR/PCE/MCC Funding: � State ❑ Federal � Yes ❑ No Permit Type: Nw 3 oR Nw 4 Project Description: NCDOT proposes to replace Bridge No. 0138 over Little Fishing Creek on SR 1309 (Spruills Bridge Road) on new alignment in Halifax County. This is a state funded project, however, since USACE permitting is required the project is a federal undertaking and subject to Section 106 of the National Historic Preservation Act. While designs are not available at this stage for the project, alternatives under consideration involve a new location structure which shifts the roadway to the northwest. The Area of Potential Effects is about 1500 feet long and with a corridor 200 feet wide. Note, there may be some pavement removal of the original roadway, though that is considered already disturbed soil and unlikely to affect intact archeological sites. An intensive archeological survey of the project APE was recommended on August 5, 2016 due to the scale of the new impacts, an available and sizable water source, and soil descriptions. Surface inspections and subsurface testing using shovel test pits would be included in the methodology, noting that some of the landform may be eroded to contain certain intact cultural deposits, or too sloped for most archaeological site types. SUMMARY OF ARCHAEOLOGICAL FINDINGS An intensive archaeological survey was conducted of the APE on November 28, 2016 by NCDOT archaeologists Brian Overton and Scott Halvorsen. The archaeologists visually inspected the bridge, the floodplain, Fishing Creek, roadway approaches and upland areas for any suggestion of above ground historic features such as building foundations, wells, cemeteries ar previous crossings and roads. No such features were noted, nor were there flora that suggests that a domestic site or cemetery had been situated here. A deep drainage was noticed through the middle of the APE, and a roughly west to east linear feature was noted, possibly another drainage or old roadbed, towards the southern end of the project. A total of five subsurface shovel test pits (STP) were excavated and screened using'/4 inch hardware cloth. Two were spaced 30 meters apart on the floodplain north of Fishing Creek, and the other three were placed based on topography on the south side of the creek, north of SR 1309. All shovel test pits were negative for cultural remains, features and artifacts. The two STPs on the floodplain both were dug to about 75 cm below the ground surface and had a similar soil profile of a sandy loam above a fine sand. The contrast on the higher landform south of the creek is stark, with generally clayey soils that contained angular gravel-sized rock. These were dug to about 30-50 cm below the ground surface with the exception of STP 5. Located on the relatively level southwestern end of the APE, STP 5 contained sandy clay near the surface just beneath the organic topsoil, possibly an indication of major erosion, and was dug no deeper than 20 cm below the surface because artifact bearing zones were perceived to be unlikely. No artifacts or cultural horizons were noted in any of the subsurface testing. No archaeological sites were identified as a result of this investigation and archaeological survey. No further archaeological effort is recommended for this project as it is currently proposed. If alternatives are developed at a later date that were not considered during this evaluation, please offer an opportunity for our comments. Should any cultural features or artifacts be discovered during the construction, please inform our office for additional consultation. The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined.• � There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project's area of potential effects.
