(RI) is seeking approval from the NC DEQ for a Section 401 Permit for construction of the Peachtree Creek (Ware) Stream Restoration Site (the Site) in Cherokee County, North Carolina. Restoration is proposed for approximately 2,324 linear feet of Peachtree Creek and 20 linear feet of an unnamed tributary (named Stiles Branch for the purposes of this project). Funding for the proposed restoration efforts is being coordinated by RI and the Natural Resources Conservation Service (MRCS), and is a combination of state funding and the NRCS Environmental Quality Incentives Program (EQIP). RI has contracted with Wolf Creek Engineering to provide design and construction oversight services for the implementation of the restoration. The preliminary construction plans are included as an attachment to this permit application. The following is a brief description of the site conditions and the proposed restoration efforts. Project Location The Site is located in the southern Appalachian mountains of Western North Carolina, in Cherokee County, approximately 4.5 miles east of Murphy. The upstream end of the Site lies at LAT/LONG 35.08432778° N, 83.958536110 W. The Site drains to the Hiwassee River (USGS 8 -digit Hydrologic Unit Code 06020002) approximately 1.5 downstream from the project outfall. Property and Land Use The Site includes four (4) tracts of land totaling approximately 132.4 acres. Site streams have been negatively impacted by current or past agricultural practices, including livestock operations, row crop cultivation, and stream channelization and dredging. 12'/ Wall Street, Suite C • Asheville, NC 28801 • 828.449.1930 • www. wolf creekeng.com Restoration Goals and Objectives The primary goal of the Peachtree Creek (Ware) Stream Restoration Project is to repair degraded reaches of stream through implementation of sound restoration techniques, including bank stabilization and in -stream structure installation. The project objectives include the following: • Improve water quality and reduce sediment input by stabilizing actively eroding banks • Establish a buffer maintenance policy with the property owners to provide riparian buffers • Increase aquatic habitat and channel bed form diversity through the installation of in - stream and brush toe structures • Correct channel incision and erratic meander behavior through the excavation of a floodplain at bankfull elevation Existing Conditions The watershed is approximately 82% forested, with agricultural and low-density residential land use composing the remainder. Based upon historic aerial imagery, the majority of the land within the Site boundary has been in agricultural production for at least the last twenty-five years. Land use within the project limits include field crop and hay production. Peachtree Creek flows from northeast to southwest towards the Hiwassee River with a contributing watershed of approximately 16.8 square miles. The average bed width of Peachtree Creek is approximately 26 feet, and the depth -to -terrace ranges from approximately three to six feet. Many of the channel banks are vertical, actively eroding bluffs which contribute significantly to the sediment input into the Hiwassee River. Restoration Methods To correct erratic meander behavior, a geomorphically stable pattern, consistent with a Type -C stream, will be returned to Peachtree Creek by realigning the channel and repairing actively eroding banks. A new floodplain will be excavated at bankfull elevation which will increase flood conveyance and correct channel incision, therefore reducing stress on the bed and banks during flood events. In -stream log structures, as well as brush toe structures, will be installed to increase bed form and aquatic habitat diversity, and will be constructed using onsite material whenever possible. The proposed channel bed will be constructed of onsite, native bed material. Following channel construction, native woody and herbaceous species will be installed to establish a protected riparian buffer. Wetland and Stream Impacts Jurisdictional wetlands have not been delineated within the limits of the proposed construction activities. Unavoidable, temporary stream impacts will occur along approximately 2,869 linear feet of Peachtree Creek and Stiles Branch in order to construct the channels along the proposed alignments, repair deteriorating banks and provide approximately 2,344 linear feet of restoration. Efforts will be made to minimize the impacts to the channel banks and, where disturbances occur, bank stabilization techniques will be implemented to re-establish native vegetation. 121/2 Wall Street, Suite C • Asheville, NC 28801 • 828.449.1930 - www. wolf creekeng.com Summary We anticipate that the immediate effects of implementing this project will be temporary ground disturbance due to the use of heavy equipment in the construction of the stream components. These activities are necessary to reverse the extensive disturbance and degradation of the Site. The long-term effects of the project will be an overall enhancement and restoration of stream functions and riparian buffer. Erosion control measures will be installed prior to any land disturbing activity to prevent erosion and retain sedimentation onsite. Where the stream channel departs from morphologically stable conditions, it will be reconstructed with proper dimension, pattern and profile. Restoration will include the excavation of a new floodplain at bankfull elevation and the installation of in -stream structures to provide stream bed integrity and improved habitat for aquatic species. Native vegetation will be planted to provide restoration of a natural forested buffer adjacent to the stream channels and habitat for insect, terrestrial and avian species. Upon completion of the work, all access roads, staging areas, construction entrances and silt fence will be removed and all disturbed soils will be stabilized with mulch and native seed to establish permanent ground cover. EXISTING BED MATERIAL SHALL BE HARVESTED AND PLACED IN THE CONSTRUCTED CHANNEL. 9. THE CONTRACTOR SHALL BEGIN INSTALLING IN -STREAM STRUCTURES FROM THE UPSTREAM SECTION WORKING DOWNSTREAM. IF EXCESSIVE SEDIMENTATION DOWNSTREAM BECOMES A CONCERN, THE ENGINEER OR PROJECT MANAGER IN CHARGE MAY DIRECT THE CONTRACTOR TO INSTALL A TEMPORARY ROCK CHECK DAM AND SETTLING BASIN DOWNSTREAM. THIS AREA IS TO BE MAINTAINED ON A REGULAR BASIS BY THE CONTRACTOR. 10.
