The stream is currently experiencing erosion on its banks which has caused more sediment to slough off into the creek. There are also sediment bars that have formed due to past storms. In some spots of the stream there is a small Zone 1 buffer but most of the buffer is grass mowed to the creek banks prior to the Neuse Buffer Rules coming into effect. Unknown to the city, concrete pieces and other debris have been dumped into the stream in various places which have also contributed problems. The erosion has spread and customers have expressed their concern of possible property loss due to streambank erosion. With this proposed project we hope to remove the sediment bars as well as the other debris. We plan to re -slope the banks to a more natural slope to allow the creek to stabilize in areas where it has become incised. The banks and buffer will also be improved by adding vegetation and matting techniques. The City of Wilson is proposing a streambank stabilization project to improve the stream channel, enhance the buffer area, and also to address the erosion which is currently happening along the banks of the stream. Over time this section of stream has been affected from storm events but also from poor choices by the citizens in the area. It is our hope that by executing this project and providing education to homeowners in the vicinity who have contributed to the problem that we can hopefully stabilize this section and prevent it from being an issue in the future. I have attached an overhead map of the project area, pictures of the project area, along with the PCN for obtaining a 404/401. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: A branch of Toisnot Swamp Creek runs through a residential neighborhood with grassed yards as well as some trees buffering this section. The stream has become incised, the banks are not well vegetated in areas, erosion is present and could pose a threat to property if not corrected. Property owners have put various fill material into the stream bed which will need removed. There are also sediment bars and steep, eroded slopes that need corrected. There are 4 stormwater pipes that discharge into this section as well. 3b. List the total estimated acreage of all existing wetlands on the property: N/A 3c. Explain the purpose of the proposed project: The goal of this project is to re-establish vegetation on the slopes as well as create a more appropriate grade on the slope in order to provide stability to the streambank. This work will be performed in order to prevent future erosion in this area as well as correct the existing conditions. By removing the various fill debris that is clogging up multiple areas of the creek as well as removing the sediment bars that have accumulated we also will be restoring positive flow to this stream section and improving capacity. 3e. Describe the overall project in detail, including the type of equipment to be used: This project is focused at rebuilding the streambank, and stream system. Its purpose is to improve positive flow in the channel by removing bricks, asphalt, accumulated sediment, and other debris that is hindering the flow of water as well as decreasing the capacity. We plan to use a mini excavator and hand tools to complete these tasks. This same equipment will be used to re -slope the bank allowing us to improve our success rate of establishing vegetation on the slopes.
