This letter is provided In response to correspondence dated June 21st, 2017 from the
Asheville Regional Office, Water Quality Regional Operations Section regarding the
Notice of Violation and Assessment of Civil Penalty for problems experienced the endo
of October 2016 at the Cashiers WWTP we operate. As documented earlier we received
influent at this plant that contained a higher than normal loading of emulsified grease
when caused problems in the treatment process and polishing filters. Our staff took
immediate steps to correct the problem when identified including changes to chemicals
added at the plant to improve the biological process and coagulation / flocculation in the
plant and daily cleaning of the filters. These steps quickly cleared up the problem
encountered, and the influent returned to its normal characteristics.
We don't contest the fact that the permit limits were exceeded as a result of these events
but we are confident we took prompt and proper action in response and that any adverse
impact was promptly abated by these steps. We are not confident that we'd prevail in a
request for remission of the penalty and have elected to make payment of the penalty. As
such find attached our check # 55573 in the amount of $866.73.
