Introduction and Background:
Shipwreck NC#PAS0001, known as the "Pappy's Lane Shipwreck" lies off Rodanthe, NC in Pamlico
Sound in an area where it may be impacted by the pending construction of the future extension of the
Bonner Bridge (slated to connect to Rodanthe in 2018).
Since 2010, maritime archaeologist Nathan Richards (UNC -CSI and ECU) has been periodically
researching the wreck in association with training exercises. This has included site drafting (Figure 1) as
well as extensive historical research into vessel types and specific watercraft, and the procurement of
historic photographs and blueprints in an attempt to learn more about the wreckage. Due in part to an
NCDOT-funded interdisciplinary grant associated with the nearby Rodanthe-Stumpy Point Emergency
Ferry channel (2015-2017), research in late 2016 and early 2017 now suggest that the wreckage may
belong to an important shipwreck. This has been borne out by a recent assessment by Panamerican
Consultants Inc., who recommends that PAS0001 is eligible for listing on the National Register of
Historic Places, but enhanced with research by Richards that suggests potential connections between
PAS0001 and the U.S. Lighthouse Service, U.S. Coast Guard, NCDOT road construction projects, and
American steel -shipbuilding (amongst other themes including local folklore and connections to nineteenth
and twentieth century international conflicts).

The research will finalize historical research and complete a research design over June -August 2017 to
run a field school with ECU graduate students running across the fall 2017 semester (August -December)
with a period of planning (late August), fieldwork (all of September), and report writing (October -
December). Public outreach and education programming will occur parallel with research and fieldwork
activities. The work is considered a component of the mitigation required for TIP B-2500.

Work will be conducted under the supervision of Dr. Nathan Richards (RPA), and under full su=M-E
of an EMT -trained diving safety officer, and by ECU's most experienced graduate students (all
AAUS scientific diving certification). Work would occur with the permission of and under a permit from
the NC Underwater Archaeology Branch, and all artifacts would remain the property of the State of North
Carolina.
ECU and CSI already have the major tools to engage in drafting, 3D modeling (terrestrial and aerial
photogrammetry and Rhino modeling), magnetic prospecting (metal detection and gradiometric
recording), in addition to accurate position fixing capabilities (total station and GPS). Tasks would
become part of report writing and class assessment.
Need Definition:
The need for this research includes:
• Research undertaken by the author suggests that the remains of PAS0001 is not a non-descript
and insignificant barge as outlined in previous research. Assessing its significance and extracting
archaeological and historical information from it is imperative in light of pending bridge
development.
• Current research suggests that the remains of PAS0001 may be those of a late -nineteenth or early -
twentieth century steel -hulled ship. Based on a current list of five (5) promising historical
candidates there is a chance that the vessel was once an ex -Light House service and ex -Coast
Guard buoy tender, with some candidates also serving in the Spanish-American War, the First
World War, and the Second World War.
• The recent completion of a consultancy report (Panamerican Consultants, Ltd.) for NCDOT
included a statement that the vessel was pre -maturely identified as non-significant, but that the
wreckage is eligible for inclusion on the National Register of Historic Places under the National
Historic Preservation Act of 1966 (NHPA), hence full assessment and mitigation under Section
106 is warranted as a result of adverse effects to the vessel.
Research Objectives:
Building upon an extensive amount of work already undertaken by Richards, and based on conversations
held between Richards, North Carolina Underwater Archaeology Branch staff (John Morris, III and Chris
Southerly) and NCDOT's Archaeology Group staff, this request pertains to completing a full assessment
of PAS0001 in order to
a) Assess the site's significance (and potentially identify it);
b) Record the vessel before any potential impacts from bridge construction occur, and,
c) Ground -truth magnetic signatures around the vessel that may belong to it, and which may also
impede bridge construction (all tasks assist in the mitigation of PAS0001).
Research Methodology and Tasks:
Specific research methodologies and tasks will include:
• Continued historical research into vessel identity candidates;

• New detailed (scaled) drawings of the wreckage (plan, profile, and feature detail drawings).
Previous site drafting was done at an inadequate scale for proper comparison of historical
candidates and archaeological remains (i.e. 1 "=5' scale);
• 3D modeling where possible (photogrammetric modeling and RhinoCAD modeling);
• Limited excavation of portions of hull in order to ascertain the configuration of bow and stern
features. Critically, this will also include three excavated transects in order to determine hull
cross-section information;
• Assessment of material inside the hull (excavation); Received
• Environmental impact of the hull;
• Excavation of areas adjacent and associated with the hull; and,
• Education and outreach events.
Significance of Proposed Work:
The proposed project is mostly significant because the work needs to be done as a part of Section 106
mitigation due to the hull's eligibility for inclusion in the National Register of Historic Places (National
Historic Preservation Act, 1966). However, it also has separate historical, archaeological, interpretative,
and educational significance on face -value, with all of these values potentially enhanced via scholarly
investigation:
• Historical significance: Historical research has now focused on five potential candidates for the
hull. These promising candidates are individually nationally significant. The research
undertaken in the fall of 2017 would help include or exclude candidates based on correlations
between historical and archaeological data;
• Archaeological significance: The remains of PAS0001 may represent the remains of a late -
nineteenth century or early twentieth century American steel -hulled shipwreck. Investigations of
the vessel may provide clues to American shipbuilding practices in this time;
Interpretive significance. There are very few opportunities for members of the public to directly
engage in an exposed, potentially -significant shipwreck. The wreckage, properly interpreted
provides an exceptional opportunity for members of the public to directly interact with a
shipwreck. With or without a bridge covering the wreckage, PAS0001 may also provide an
opportunity for economic enhancement for Hatteras Island by being a component in a future road-
side or kayak -based heritage trail — drawing people into the Sound, with all the usually knock-on
effects of economic benefit to local stores and businesses; and,
Educational significance: In addition to drawing on expertise already established for the site, the
project allows for significant training of ECU graduate students in archaeological techniques, and
historical research — in a real-world scenario. Additionally, through local community training
initiatives on the Outer Banks (e.g. ECU and CSI's Nautical Archaeology Society training
initiative) this vessel holds great potential for public -oriented maritime history and archaeology
training.

Anticipated Research Products:
Quarterly reports in addition to a final report will be produced for this project. The final report will
include:
• Research design;

• Recordation and assessment of all construction features and details;
• Photomosaic;
• Vessel history and ID if possible;

• Environmental impact of wreck; description of current environment as pertains to wreck;
• Wrecking sequence (or deterioration sequence as is most likely the case);
• Results of ground truthing of prioritized magnetic anomalies within likely impact area; and,
• Recommendations.
The report itself may have potential to become a book -length manuscript, and many of the above bullets
had the potential to become separate scholarly works in the form or papers, web content (social media
posts and blogs) or form the core of other public outreach products. Hence, this project would propose to
include the following products
• There would be two public outreach events coordinated between the NCDOT, NC Underwater
Archaeology Branch, East Carolina University and the UNC -Coastal Studies Institute:
o An introduction to the aims of the work (within the first week of class, i.e. 48
September). This would include a presentation by relevant individuals about the
background (ECU & CSI), legal aspects of the work (NCDOT & UAB), and an
introduction to the students.
o A public presentation day relating the conclusions sometime during the week of 27
November to 1 December. This would include presentations by the students on the
components of the report they worked on (i.e. associated with section of report writing).

• Project website — coordinated by UNC -CSI personnel (under the supervision of John McCord)
and populated with project results — some created by ECU graduate students; and,
• Project video pieces — created by John McCord for use in NCDOT media, on project website, and
on Dare County TV. At least two media pieces will be produced.
Utilization of Research Products by NCDOT:
All of the proposed products represent an opportunity for NCDOT to further advertise their support for
scholarly research, to illustrate the way that important heritage sites are can be preserved in concert with
development, highlight collaborations between three state agencies (NCDOT, NCUAB, and the university
system), and also their support for tertiary education in the state. The proposed products will be key
elements of the B-2500 mitigation required for adverse effects to the vessel. In addition to the creation
and dissemination of the products listed above, there are additionally, two opportunities to extend the
results of this project:
• Potential trail signage: There is the opportunity to turn the information gleaned through this
research into road -side or in -water signage as a part of NCDOT trail development, or as a part of
other trail initiatives connected to scenic byways or the US Coast Guard; and,
• Potential exhibits: There is the potential to turn the content of this project into a stationary
exhibit at a location such as the Outer Banks History Center, or a traveling exhibit.
Discussion of Impacts
The archaeologists will be digging shallow areas within the hull of the shipwreck with hand tools (e.g.
shovels, and hand trowels) and depositing within feet of the excavated area. Areas external to the hull
may require some hand tool use, but will mainly utilize a hand-held, scuba diver -deployed
induction/venturi dredge, which allows for discharged sediment to be stockpiled a short distance from the
excavation site. We estimate that around 323 sq. feet of submerged bottomland will be disturbed during
research excavations — accounting for the planned depth of excavation this will come to around 1001
cubic feet (37.1 cubic yards). We plan to pump disturbed material inside the hull of the adjacent hull,
undertake recording of hull construction details and then pump sediments back into the excavated hull
(before moving on to the next area of excavation). Pumping sediments into the internal areas of the hull
will allow for the capture of sediment (reducing the spread of suspended sediments in water currents),
will reduce or negate any impacts on adjacent SAV, will allow for sediment to be pumped a short
distance, and may assist archaeologists in their tasks by not reducing underwater visibility during the
project. If this plan is not possible in any specific area, a close location without SAV will be used. It
should be noted that during underwater excavations, we intend to screen some sediments, but in no case,
will sediments be captured above the water (sediments will remain underwater always). All excavated
areas will be backfilled to their pre -excavated level.

8. PROJECT SUMMARY:
The applicant proposes to excavate sediments from around Pappy's Lane Shipwreck to
uncover, record and assess Important construction details from the shipwreck prior to
construction of the proposed bridge by NCDOT.
Proiect Setting
The area proposed for development, known as Shipwreck NC#PAS0001, is located 1,246 feet
off shore in Rodanthe North off Blackrnar Gut In the Pamlico Sound, Dare County. Currently
located on the site is an old shipwreck 3 feet below normal water level with a portion of the
stern above water. The soil in the vicinity of the shipwreck is Carteret Sand (CeA). The water
classification for the project area is Aquatic Life, Secondary Recreational, Salt Water(SC) and
High Quality Waters(HQW).

The applicant proposes to dredge 5 locations around Shipwreck NC#PAS0001 with hand tools
and a hand held, scuba diver deployed inductionlventuri dredge, which allows for discharged
sediment to be stockpiled a short distance from the excavation site. Approximately 776 square
feet of material will be dredged from around the hull of the ship and deposited into another
portion of the hull. Once all scientific data is collected from each area the spoil material will be
returned to the previously excavated area of the Dull'.
Anticipated impacts
The anticipated impacts of the proposed dredge project are temporary turbidity in the areas
being excavated.
