The site has an existing gravel parking area and a concrete boat ramp providing boater access to the Lumber River near Lumberton in Robeson County. The proposed project will reconfigure the gravel parking area, add a concrete ADA compliant parking area, remove and replace the concrete boat ramp, and add a floating dock. We request an exemption for the boat ramp to exceed the limits set forth in NWP 36 - Regional Condition 4.1.1 such that the ramp will extend greater than 20'waterward from the ordinary high water mark. The proposed ramp is located at an indent in the streambank and as such there is approximately 100' from end of ramp/dock to opposite bank which is approximately 90% of the average stream width of 110'. We also request an exemption for the floating dock to exceed the 6'maximum. width set by GP 56 — Special Condition e. WRC has found that an 8' wide floating dock is required to provide safety and stability in an accessible public boating access area.
