the NWP 36 & RGP 56 which we are requesting 404 approval under.

Dear Ms. Capito,
Per our preliminary correspondence and site meeting I am hereby submitting a PCN Form seeking approval
under Nationwide Permit 36 and Regional General Permit 56 for construction of a new boat ramp and floating
dock at the North Carolina Wildlife Resources Commission's existing boating access area known as High Hill.
The site has an existing gravel parking area and a concrete boat ramp providing boater access to the Lumber River
near Lumberton in Robeson County. The proposed project will reconfigure the gravel parking area, add a
concrete ADA compliant parking area, remove and replace the concrete boat ramp, and add a floating dock.
We request an exemption for the boat ramp to exceed the limits set forth in NWP 36 - Regional Condition 4.1.1
such that the ramp will extend greater than 20'waterward from the ordinary high water mark. The proposed
ramp is located at an indent in the streambank and as such there is approximately 100' from end of ramp/dock to
opposite bank which is approximately 90% of the average stream width of 110'.
We also request an exemption for the floating dock to exceed the 6'maximum. width set by GP 56 — Special
Condition e. WRC has found that an 8' wide floating dock is required to provide safety and stability in an
accessible public boating access area.

Propose the removal of an existing boat ramp and protection of streambank at removal with riprap, construction of concrete boat ramp in new location,
and installation of a floating dock along new boat ramp. Proposed ramp and dock extend approximately 50' beyond the NWL however they are located
at an indent in the streambank and still provide 100' from tip to opposite bank (obstructing < 10% of average stream width). The dock will be 8'wide to
increase stability in order to provide adequate safety & accessibility for a public boating access area.

Proposed improvements located such that there will be no disturbance to wetlands on site. Additionally proposed ramp and dock located in close
proximity to existing ramp to limit obstruction of channel and disturbance of streambed.

Concrete boat ramp will be poured and allowed to cure away from the stream and will be pushed into place rather than pouring near the water.
Erosion control practices will be followed including installation of a turbidity curtain to limit stream disturbance to the area immediately adjacent to the
existing and proposed ramps. Additionally silt fence will be used both to prevent silt from leaving the site but also to prevent inadvertent disturbance of
wetlands during construction.

The species list generated pursuant to the information you provided identifies threatened,
endangered, proposed and candidate species, as well as proposed and final designated critical

your proposed project. The species list fulfills the requirements of the U.S. Fish and Wildlife
Service (Service) under section 7(c) of the Endangered Species Act (Act) of 1973, as amended
(16 U.S.C. 1531 et seq.).
