Dear Mr. Alsmeyer:
The North Carolina Department of Transportation is scheduled to replace Bridge #244
vvith a new bridge at the same location. The existing three span concrete bridge has
significant levels af deterioratian and wil� be replaced with a new single spaxn concrete
bridge. Izlnpacts incIud� 8linear feet of bank stabilization and 47 linear feet of tem or
dew____.._ _at. erin� far intexior hent removal and riprap piacement. No on-site detour is prapased.
As you knc�w, the northeastert� quadrant of this bridge falls w�ithin the edge of the
conservation easement for the Glade Creek II Mitigation Site. We have obtained
approval from the TRT to praceed wiih the replacernent. Owr Locations and Surveys Unit
is currently drafting the docurnents necessary for the 5tate Property Off ce to release the
small arxzaunt of the easement needed to demolish and recanstxuct the bridg�. We will
not proceed until all of those right-of-way issues are resalved.
Construction of this praject will require i�ripacts to waters of the United Sta.tes in the New
River Basin. The exisfir�g b�ridge crosses G�ade Creek {Class: C; Trout} and is located in
a trout watershed. This project daes not dra�in to designated critieal habitat for the elk ioe
mussel.
This project was reviewed for the presence o�' threatened and enc�angered species in the
field and I have aiso included a query of the NCI`1HP database. Based an the project area
mapped with m.y request, the clatabas� search indicates that there are no xecords of any
fedexaliy listed tl�reatened or endangered species, zznpflrtant natural communities Qr

natural areas within the proposed project boundary. There wiIl be appro�mately 0.1
acres of iree cuttzng at the project location due to cut and fiIl work. The NLEB is lisied as
a pratected species in this county but t�e project does not fall within 0.25 miles of any red
HUC identif ed in the SLOPES spelled out in the Nationwide Permit Regional
Canditinns. We do nat antici�aate aaiy impact to any other federally listied species.
Cultural resource cornpliance work ha� been compI�ted. No archaeological resources or
historic properties will be affected by this praject (see attached). .
The project impacts are nc�t sigaiificant in nature a.nd should not remove or degrade
e�isting water quality uses. Starmwater will be routed through grass or rock linec�
datche�, depending an the ditch line slope. Pipe si�es used will be the minirnum
necessary to create a safe roadway. By utilizing the erosion coz�trol measures autlined in
the attachments to tnis application, downstream water quality standards will be prnteeted.
AlI appropriate BMPs will be used during construction.
Attached is a Precanstruction Notification FQnn, plari sheets with proposed erosion
control measures, a marked county map and a marked tapography xa�.ap.
