No: BRZ-1302(56) Funding.• ❑ State Federal Federal (USACE) Permit Required? Yes ❑ No Permit Type: Unknown at this time Project Description: This project calls for the replacement of Bridge No. 403 on SR 1302 (Caseys Branch Road) over Little Creek. The bridge was originally constructed in 1960 and is considered to be structurally deficient. No other information has been offered for this project. f.Y11u lu / 'Z171[1i11Y: 1117 1/ 7: x.Yli1 Zl i. 7 51i/ I►i.9 Brief description of review activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Tuesday, January 17, 2012. A comprehensive archaeological survey at this particular bridge location has never been conducted, and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. However just outside that radius, two (2) archaeological sites have been recorded along US 421 in the floodplain of the South Prong of Lewis Fork Creek. Digital copies of HPO's maps (Maple Springs Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were reviewed on Tuesday, January 24, 2012. There are no known historic architectural resources located within the project area that may have intact archaeological deposits within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: This is a Federally-funded project. Although a Federal permit is required, the type and number is unknown at this time. The dimensions of the APE suggest that project activities may fall outside the NCDOT's prescriptive ROW. Nevertheless, the entire APE consists of frequently flooded soils, primarily the Tate-Cullowhee complex, 0 to 25 percent slopes (TcC); these soils consist of loamy alluvium mixed with colluvium, very characteristic of active intermountain stream channels. Neighboring soils include Evard-Cowee complex (EsE), Chestnut-Edneyville complex (ChE), and Cowee-Saluda complex (CsE); all are considered to be stony in nature and extremely steep with 25-60 percent slopes. Narrow, intermountain drainages, similar to the current project corridor, typically represent active, high-energy systems that have moved substantial amounts of material during flood events (e.g. 1916 and 1940), have most likely been channeled, and are undulating and relatively unstable. This type of locale is generally not heavily utilized in prehistory. Although the valley of the South Prong of Lewis Fork Creek (south of the proposed project) has served as an important passageway between the Piedmont and the Appalachian Plateau throughout historic times, Mathis' (1979) statewide survey compilation indicates that the upper reaches of Little Creek would not have "Na Survey Required" farm for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. NCDOT Archaeolo & Hdstoric Architecture Groups been heavily utilized with inuch of the activity and accompanying settlement being funneled through the US 421 (i.e. South Prong of Lewis Fark Creek) valley. Based on the information provided above, it is believed that the APE for the proposed project is considered to have a low potential for containing intact archaeological materials. Therefore, an archaeological survey is not reconmended. However, if design plans change, or are made available, prior to construction, then additional consultation may be required. As currently proposed, this bridge replaceinent project is unlikely to affect any significant NRIIP- eligible archaeological resources. No further archaeological work is recommended.
