The Division would like further discussion regarding the programmatic issues noted in -the Octabank UIVIBl response
letter.
In addition, the Division has concerns 'regarding the'followirig 'specific issues.
• The sponsor, states,intermittent/perennial stream:status, and where stream gauges/monitoring devices were' to
be installed_ to;ascertain.theflowstatus, have been determined during IRT site visits as well.as;theJD
determinations made by the USACE. Although these to come up during site -visits, the Division has no
recollection of -Specific determinations/locations being, made by'the IRT�or the USACE during previous fieldvisits.
Thesponsor states"that; past'comrrients from;iRT merribers.on other projects have requested'fIowgauges be
installed in ;the ]ower reaches of iritermittentstrea ris when required. The Division :requestsfurther discus"sion
regarding°this statement.
® The sponsor proposes that stream gauges, cameras and rain gauges will be utilized to determine the,flow status,
along with"OHW-information to ascertain the jurisdictional status of questionabl.e,streams at the Benton Branch
Mitigation Site, They propose that 'if data indicates questionsablejurisdictionaI status .a site visitwith the IRT`will
be requested,. 'Tbel Division would like; clarification that stream success criteria, as well as proof of flow status, will
be necessary forfinal credit;determinabon.
