I was in the area yesterday and stopped by this project. I observed a tear in one of the PermaShield bags and a large handful size
of concrete had fallen into the stream (pics attached). It appears that the tear occurred right after curing. Please have someone
remove the concrete from the stream. The tear should probably be repaired as the concrete will continue to degrade (but that's
your call).

We do not object to the proposed work, however, if it doesn't occur this week as planned, be aware that the long trout
moratorium should apply. We do have concerns with uncured concrete and would like to see precautions taken in case there is a
problem before the concrete cures, such as defective bags.

No clearing. They mowed the bank recently in preparation for the work but it was small stuff.
It will be dewatered during construction in case of a spill while the bags are being filled. After that, it won't matter since
the bags are waterproof. It's the old paper Quickcrete bags that you have to worry about.
Dikes should be installed about 20' upstream and 20' feet downstream of the wall location. That would be standard for
our pipe replacements too.

1) How much total tree clearing (sf) will be needed?
2) Will the PermShield Wall remain dewatered until after the cement has cured?
3) If you don't have permit drawings, I need a better understanding of where the 40 If of dewatering will be.

Please see attached permit application. We have an out-of-state specialized contractor lined up for this work. He will be in our
area to start on 6/23/17 as I understand it. As a result, this may be an after-the-fact permit depending on when you issue it. No
