I observed a tear in one of the PermaShield bags and a large handful size of concrete had fallen into the stream (pics attached). It appears that the tear occurred right after curing. Please have someone remove the concrete from the stream. The tear should probably be repaired as the concrete will continue to degrade (but that's your call). They mowed the bank recently in preparation for the work but it was small stuff. It will be dewatered during construction in case of a spill while the bags are being filled. After that, it won't matter since the bags are waterproof. It's the old paper Quickcrete bags that you have to worry about. Dikes should be installed about 20' upstream and 20' feet downstream of the wall location. That would be standard for our pipe replacements too.
