Dear Mr. Bailey and Ms. Norton:
The North Carol'ma Department of Transportation is scheduled to replace Bridge #307 with a new bridge at
the same location. I have included the Attachments G& L with a project description and a set of the project
plans. A stormwater management plan is also attached, Please review this project for compliance by your
Division.
We plan to begin construction as soon as possible. IF further information is required, please contact Jerry

Project Description — The project consists of replacing Bridye 307 over a UT to Bacl< Creel< on SR 1936
(Stone Street Extension) and improving roadway approaches. The existing triple span, steel plank deck
on I-beams with reinforced concrete caps on steel piles bridge is structurally deficient and will be replaced
with a new triple span, cored slab bridge at the same location. An off-site detour will be utilized during
construction. The project has no wetland impacts (there is a wetland within the project study area but it is
not within the projecYs limits of disturbance) and proposes 45 linear feet of perrnanent stream impacts for
bank stabilization to address the stream banl< erosion alony the north bank of the channel under the
existing bridge. There will be no decl< drains on the subject bridye. Storm runoff will be collected and
discharged into a rip rap pad where it will sheetflow through a pasture area outside Buffer Zone 2. There
are existing roadside ditches in the northeast, northwest and southeast quadrants which terminate and
become sheet flow prior to Zone 2 of the riparian area. Proposed Riparian Buffer impacts include 3,961
square feet in Zone 1 and 1,891 square feet in Zone 2 to accommodale the wider span bridge and the
necessary fill slopes.

Ecosystem Planning & Restoration (EPR) biologists conducted field studies for both Echinacea laevigata
(Smooth Coneflower) and Isotria medeoloides (Small whorled pogonia) on May 24, 2017. While habitat
occurs at the project area for these species, no individuals were observed. A review of NCNHP records
(September 2016) indicates no known occurrences within 1.0 mile of the project. Therefore, the
biological conclusion is No Effect; Habitat Present.
EPR biologists also reviewed the project for Percina rex (Roanoke logperch) and Pleurobema collina
(James spineymussel). Both species only occur in the upper Roanoke River Basin; this project is located
in the Cape Fear River Basin. A review of NCNHP records (September 2016) indicates no known
occurrences within 1.0 mile of the project. Therefore, the biological conclusion is No Effect.
Bald eagle is protected in every county in North Carolina under the Bald and Golden Eagle Protection
Act. No suitable feeding/water source is located within one mile of the project study area to support Bald
eagle habitat. Further, Mr. Gary Jordan (USFWS) recently released the Programmatic Conference
Opinion (PCO) for the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that
"...it is fhe Service's conference opinion that NCDOT activities in eastern North Carolina (Divisions 1-8),
as proposed, are not likely to jeopardize the continued existence of the NLEB."
This project was reviewed by NCDOT's Human Environment Unit in 2015 and early 2017 for potential
affects to historical architecture and archaeology. It was determined there would be no eligible
architectural or archaeological resources present within the project study area.
